EY is ready to help our government build a better working world.The opportunityEY Government and Public Sector (“GPS”) is seeking a full-time Time and Labor Accountant – Senior Associate. The Labor Accountant will report to the GPS Assistant Controller. This role will oversee the work of the Labor Associates.In this role, you’ll be responsible for day-to-day operations of GPS labor processing and ensuring adherence to policies, applicable law and regulations, procedures, and internal controls.Key Responsibilities:

Assist Time and Labor Associates with resolution of complex support cases

Review and post labor distribution journals for:

Weekly timesheets, prior period corrections and adjustments

Reconcile Accrued Wages and payroll liabilities to the general ledger

Maintain indirect project workforce

Support management with audit requests

Ensure all posted labor records are properly supported with backup documentation and compliant with GPS policies, CAS, GAAP, and the FAR/DFARS

Ensure timesheets have proper projects, accounts, and organizations combinations in accordance with GPS financial architecture

Prepare payroll journal entries and reconciliations to the general ledger accounts

Work with firm payroll department to ensure salary and other personnel information is accurately reflected in Costpoint

Work with Associates on developing and maintaining Time and Labor procedure manuals, desktop guides and end user trainings

Manage automated processes (Daily Floor Check and Timesheet Status)

Research and resolve complex labor issues

Process overtime premium recast

Oversee personnel changes and ensure updates to all personnel records are timely and accurate

Serve as SME for Deltek Time module

Assist in configuration and testing of Deltek Time Collection in Costpoint version 8.1 and future modules, as implemented within EY

Understand and apply knowledge of employee classes, pay types, leave projects, indirect/direct projects, project costing and overtime process

Educate and train Time and Labor Associates on systems, policies and procedures and external regulations

Skills and attributes for success

Analytical and problem-solving skills which allow for strategic data interpretation versus simple reporting

Ability to write to communicate in various formats (e.g., draft policies, job aids/desktop guides, emails)

Ability to work with a diverse and geographically distributed team

To qualify for the role, must have

A Bachelor’s degree preferably in Accounting, Finance or related field, or equivalent experience

Approximately 5+ years of relevant accounting / finance experience in a government contracting environment

Understanding of regulatory requirements and US Government interpretations of them related to timekeeping and labor distribution

3+ years of experience with Deltek Costpoint and Deltek Time and Labor modules

Experience with automated US Government floor checks

High degree of proficiency with Microsoft Office Suite, including Excel, Word, Power Point

Ability to obtain a security clearance.

The salary range for this job in most geographic locations in the US is $65,400 to $115,100. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $78,500 to $130,800. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Under our flexible vacation policy, you’ll decide how much vacation time you need based on your own personal circumstances.
