The Sunday Parkways Program Manager will plan and deliver events and year–round communication s that have a goal of activating the city’s streets and public spaces to encourage bicycling, walking, rolling, and taking tra nsit . Sunday Parkways open streets events are a flagship City of Portland c ommunity program that is well know n and loved by many. These events are essential in the city’s strategy for reducing carbon emissions and advancing transportation justic e. Outside of planning and directing events, t he Sunday Parkways Program Manager will utilize the Sunday Parkways brand for broad communication that inspire behavior change and lead to lasting change. Th e position will be responsible for developing and executing communication strategies across a variety of mediums that include newsletters, social media, press releases, and advertising . What you'll get to do: The Program Manager will lead and supervise 1-2 staff who will implement projects (defined as events or communication campaigns ) that are limited in scope. Th ey are expected to create project work plan s , budget, and collaborative tools . The Program Manager will also perform key program function s such as event design, community engagement strategy, communication strateg y, b ud get and contract management, and day-of problem-solving. The Program Manager will work with the Section Manager to d eterm ine an annual plan of programming and b e given independence in design and implementation as well as authority for making decisions with a higher consequence of error. Other duties include :

Lead and convene teams of staff, contractors , partners , and sponsors to plan and deliver events

Develop and implement year-round communication strategy with primary channels being e-newsletters and social media

Conduct program evaluation and reporting

Ensure the development of a traffic control plan for each street - closure event

Supervise vendor recruitment and invoicing process

For each project , develop a public notification strategy in partnership with other City staff

Work with Section Manager to develop and deliver a program funding strategy

Foster equity-oriented partnerships with individuals and organizations that center historically underrepresented populations

Ensure that activities are inclusive, culturally-responsive and accessible for community members

Ideal candidate profile: The work requires strong project management and communication skills to keep multiple activities and partnerships on track. The ideal candidate has the ability to execute components of the project while provid ing guidance to staff to accomplish other elements of the project . The ideal candidate also has t he ability to use independent judgment, problem-solve, and take initiative within established procedures and guidelines. This work involves interacting with the public and requires customer service and conflict resolution skills. This work also require s skill s and experience in engaging audiences through digital, traditional, and written communications .

About the team: The Active Transportation and Safety Division is located within PBOT’s Policy, Planning and Projects group. The Division works to increase the number of people walking, bicycling, and taking transit; people-based programming is central to this goal. All ATS programs are grounded in equity and seek to advance PBOT’s work to become an inclusive, anti-racist organization .

Step 2: Minimum Qualification Evaluation: Week of March 18, 2024
