JOB INTRODUCTION

The Clackamas County Assessor's Office is seeking a detail oriented andpositive individual to work in the Assessment and Taxation Department. This is a fast paced, public service environment that demands accuracy, excellent customer service, and effective communication skills. This recruitment may be used to fill additional vacancies during the life of the eligibility list.

The Assessment and TaxationSpecialist 1 is thefirst level within the A&TSpecialist classificationseries. A&TSpecialist 1'sprovide customer service via telephone and in person regarding Assessment and Taxation records in accordance with department procedures, regulations, and laws governing real and personal property. In addition to customer service, incumbents will do the following types of work: Accept applications and other documentation, enter information into computerized records, review documents for errors, handle cash and receipt payments, file and scan documents for archiving, and provide support to lead workers in a variety of complex record keeping tasks in support of the compilation of assessment and tax rolls that maintain property records.

Competitive candidates will have experience within the last five years in assessment and taxation departments or related businesses performing a variety of complex record keeping tasks. This position requires skills to effectively use personalcomputers, software applications, and office equipment. Accuracy with business math, English composition, cash handling, and data entry (alpha and numeric) are required. This position also requires effective oral and written communication skills and the ability to work well in a team environment.

Testing is a requirement for this position, testing will be done all online. Applicants will be alloted a time frame in which to log onto the testing module and complete the test and must do so in order to move forward in the recruitment process. Additional details on the testing requirements is located in the "Other Information" section of this job announcement.

The Assessment and Taxation Office maintains a conflict of interest policy regarding active real estate licenses.

Required Minimum Qualifications/ Transferrable Skills:

At least2 years of customer service experience (face to face, phone, etc.).

At least 2 years work experience retrieving and entering data in a proprietary computer system.

Experience using Microsoft Office Suite.

Experience creating, retrieving and using images (scanning)

Basic math and arithmetic skills.

Preferred Special Qualifications/ Transferrable Skills:

Some experience within the past 5 years working in an assessment and taxation department or related business.

Intermediate proficiency in Microsoft Word and Excel.

Cash handling experience.

Experience explaining program qualifications to customers.

Experience resolving customer complaints.

Experience providing real estate information.

RESPONSIBILITIES

Duties may include but are not limited to the following:

Provides customer assistance and information; receives requests and questions from the public, other County departments and related business agencies via telephone, in person and on-line; forwards, processes and answers questions regarding assessment and taxation department procedures and regulations according to established guidelines, regulations, instructions and statutes; assists customers with questions regarding information contained in the assessment and taxation records such as property values and taxes.

Receives and verifies that required documents accompany a variety of applications or returns; locates property on a map or in a database; researches and retrieves archived information; prepares and copies requested public service documentation such as maps, deeds, appraisals, and summary sheets.

Codes and enters data in a variety of software applications regarding change in ownership or mailing address, and inventory and characteristics for real or personal property.

Cashiers and receipts property tax payments in database software; collects and receipts fees or payments for a variety of charges; prepares bank deposits; balances cash drawer.

Maintains and retrieves files for a variety of records; scans, identifies and files documents; opens and distributes mail to appropriate staff or work section.

QUALIFICATIONS

Working knowledge of: Assessment and taxation laws, rules and regulations governing real and personal property; public and customer service techniques; office operations, procedures, and equipment; cash handling procedures; basic math; English spelling, punctuation, grammar and composition.

Skill to: Provide assistance and information to customers; answer and route calls appropriately within department; accurately perform assigned work following established procedures and policies; effectively communicate, both orally and in writing; work effectively in a multi-task, and detail and deadline driven environment; handle a high volume of customers via telephone, in person and on-line; perform data entry and arithmetic calculations with speed and accuracy; effectively operate office equipment, personal computers and software applications including databases, spreadsheets, word processing and imaging software; establish and maintain effective working relationships with the public, title companies, government agencies, staff and other County employees.

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

ABOUT THE DEPARTMENT

The Assessor and Tax Collector's office is responsible for the mapping and appraisal of all property in Clackamas County, the preparation of the property assessment and taxation rolls, and the collection and distribution of property taxes. Our office provides services to all government jurisdictions in the County, including schools, cities, and special tax districts.

OTHER INFORMATION

Testing is a requirement for this position.Applicants will be able to take the test via our new online testing platform. You will be emailed a testing link and allow to complete the test within an alloted time frame (typically within 72 hours). Applicants may only take the test once.
