Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in Kihei on the island of Maui, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000 - $6,100/Mon.
DUTIES: Documents, executes, and maintains software test plans, and the supporting Quality Assurance (QA) functions across Pacific Disaster Center’s (PDC) various platforms (including mobile). Responsibilities include developing manual and automated test cases and modifying test scripts and revising automated test scripts for new versions of the software, following the established test and QA processes. Documents and tracks test results, software compatibility matrix, and related release notes for an integrated software test environment, providing an accurate quality assessment of the software products (including mobile), following test and QA processes. Assists in supporting local and remote users with workstations, laptops, and servers. Installs, configures, and troubleshoots PDC’s client workstations, laptops, and servers. Acts as an initial point of contact for all customer support requests received at the helpdesk, including both local and remote employees and PDC customers. Provides Tier 1 and helpdesk support, as required: Assists the customer-facing team with Tier 1 and helpdesk technical support (including 24/7 stand-by support during operations or disaster events). This necessitates a solid technical grasp of the software product line. Acts as a resource among cross functional teams to identify challenges and recommend and implement technology solutions. Develops and maintains documentation regarding computing infrastructure, including standards and procedures, and asset information. Coordinates training of PDC staff members on how to use the IS/IT tools and systems of the Center. Contributes to the development, implementation, and maintenance of software releases and associated product management processes to include release plans, schedules and features, product content, and preparation of release documentation. Participates in interfacing with both software development and customer facing teams as part of an enterprise-wide approach to the Release Management (RM)/QA process. Identifies and clearly describes anomalies detected. Provides concise and complete supporting data. Performs functions within institutional RM processes implemented across all areas of PDC (e.g., data, applications, dynamic data processing, cybersecurity documentation, etc.). Communicates with computer hardware and software vendors/contractors to maintain knowledge of computational hardware and software technologies. Evaluates and recommends software and hardware technologies, including technology requirements to managers and staff. Follows acquisition processes for ordering equipment and software. Maintains the inventory of said equipment. Provides a range of services to plan and coordinate procurement of network and system equipment for the PDC Maui facility, to oversee such equipment management including tracking the inventory and associated logistical requirements. Supports overall security infrastructure. Sets up enterprise user accounts, file services, print services, backup systems, and other general IS/IT within the office environment. Identifies problems with the office’s computing, communication, and IT network infrastructures and provides solutions. Evaluates and reviews the overall integration of these solutions. Maintains general IS/IT equipment including the phone system, conference room computers, and projectors, etc.
PRIMARY QUALIFICATIONS:
EDUCATION Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Mathematics, Engineering, Science, or related field.
EXPERIENCE Up to one (0-1) year of experience in software development or software testing.
KNOWLEDGE Knowledge of the Cloud Development. Knowledge of Windows or Unix (and familiarity with the other). Knowledge of the bug-tracking process and programming or scripting languages. Knowledge of Python, Php, CSS, C or Java/JavaScript is a plus.
ABILITIES & SKILLS Strong problem-solving and troubleshooting skills. Ability to analyze and understand complex systems. Strong attention to detail, and passion for deploying quality products, and the ability to communicate with personnel from a variety of disciplines and technical levels. Strong written and verbal communication skills. Motivated and eager to work independently or with a diverse team of customers, engineers, developers, and testers. Ability to understand the customer’s User Experience (UX). Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS Ability to lift thirty (30) pounds of computer equipment and supplies.

SECONDARY QUALIFICATIONS:
Knowledge of programming languages and AWS cloud services. Experience with automated testing. Knowledge of Geospatial Information Systems (GIS) and relational databases.
