THE POSITIONTransfer Site Attendant 2 - 2960On-call non-benefited position / No guarantee of hoursJob Summary:This position performs duties to support public solid waste disposal programs at the Douglas County transfer site and landfills in accordance with defined policies, procedures and guidelines. Essential Functions: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
Direct, advise and assist users of landfills or transfer sites in proper disposal procedures
Monitor incoming traffic and disposal areas for special waste
Explain and enforce departmental policy and procedures
Provide recycle information
Issue warnings and citations; report violations
Notify County staff when transfer boxes are full and require removal to landfill site.
Prepare boxes for transport to main landfill.
Assist County staff in loading and unloading drop boxes from tractor units and evel out waste material within bins; raise and lower screened covers
Maintain transfer site area; sweep stalls when transfer box is removed
Collect special waste fees and maintain related paperwork.
Assist collection franchisees in cleaning debris; sweep brow log area after collection has unloaded
Resolve problems associated with facility users
Collect waste fees; maintain cash box and related paperwork
Maintain daily log of activities, incidents, violations, waste volumes
At landfill - weigh all incoming loads; maintain log of incidents, violations and waste volumes. Monitor wood waste, tire and glass areas for unauthorized disposal
May be required to monitor community corrections offenders assigned to transfer site
Open and close site at appointed hour; open and close barrier gates for permit holders.
POSITION REQUIREMENTSSKILLS/QUALIFICATIONS: This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:
Two years combination of experience or training dealing with the public and in interpretation of policy and procedures.
Knowledge of: Reasonable knowledge of solid waste disposal practices, recycle programs and public policy interpretation; reasonable knowledge of operation of loader.Skill in:directing and assisting the public with disposal policy and procedure; interpretation of policy to contractors and facility users; use of computers and related software; safe operation of equipment and tools.Ability to: Communicate effectively in oral and written forms; estimate and manage time efficiently; maintain records, and reports; remain calm and use good judgement during confrontational or high pressure situations; meet and deal effectively with employees, contractors, engineers, consultants, vendors, public agencies and the the public. Required
At time of appointment, must possess valid Oregon drivers license.
