The Resource & Benefits Specialist has excellent and professional communication skills and acts as an intermediary with outside agencies in support of those we serve. These professional skills allow the specialist to interface with other departments and outside entities to build productive, efficient relationships and gather the latest information available. They will promote and exemplify the Mission, desired culture, and philosophies of the organization. As a member of the Resource and Benefits Team this person works closely with team members to represent PCL professionally by treating all in a respectful manner. This person has responsibilities in many areas and ensures that all are done to the very highest standards.

Location: Monmouth Administrative Office (with periodic travel to outlying offices).

Position Type: Full Time, Hourly Non-exempt

Wage: $18/hour

Basic Requirements:

-High school diploma/GED required, preference given to applicants with college degrees in related fields.

-At least 6 months experience required in a position with similar job skills and abilities.

-Must be at least 18 years of age.

-Pass a State/Federal Criminal History Check with potential fingerprinting check.

-Background screening including employment and education history.

-Pre-employment drug screening (for the use of illegal substances in Oregon).

-Must possess a valid Drivers License with an insurable driving record to drive agency vehicles.

-Be able to be certified and maintain certification with First Aid/CPR.

-Be able to be certified and maintain certification in OIS.

Job Specific Duties:

Social Security:

-Correspondence, reports, payee applications/payee closures, wage reporting , interviews, audits, requests, denials, subsidy appeals, waivers, overpayment/underpayments.

-Clear understanding of Social Security Organizational Rep Payee rules and guidelines.

Dept. of Human Services (DHS) Currently the ONE system:

-Phone inquiries for those we serve, written correspondence related to medical insurance and Food Stamps, reports, interviews, denials and resolution of problems.

-Track and report monthly income, monthly change reports, semi-annual and annual redetermination, EPD invoices and applications.

Medicare/Medicaid:

-Correspondence, applications / dis-enrollments, denials, gap coverage, annual surveys.

Pharmacy:

-Work with residential teams to provide current insurance proof, monitor for items that should be covered by insurance.

-Support with denials or requests for missing information regarding insurance.

Intake:

-Support residential teams to establish benefits including working with former payee/provider/family to gain knowledge of a person's financial information needed for support.

Banking:

-Process any deposits needed.

-Responsible for reconciling the Rep Payee bank accounts with PCL’s internal financial documents.

Audit:

-Support the department in the auditing of all Rep Payee account information in preparation for Annual Licensing, Social Security Audits and agency oversight identifying potential fraud.

ABLE:

-Clear understanding of the rules and regulations surrounding the Oregon ABLE system.

EBT/SNAP:

-Support the department in processing the cards on a monthly basis when applicable.

-Clear understanding of the rules and regulations surrounding the EBT/SNAP benefits program.
