The Manager, Local Government Affairs will report to the Senior Manager, State Government Affairs and will be responsible for managing local relationships as well as strategic and tactical activities, primarily in areas where Constellation owns and operates significant assets. The primary purpose of this position is to support Constellation in building and managing relationships with county and local elected officials, agencies and other stakeholders (both governmental and non-governmental), in addition to assisting with broader State Government Affairs advocacy efforts and other initiatives. This includes supporting and participating in local business organizations, coalitions and advocacy organizations that support company interests and State Government Affairs initiatives and serving as liaison between the business and local policymakers and, where relevant, surrounding community. The position identifies relevant emerging issues and timely communicates with company leadership, as appropriate. The position works cross functionally with internal and external resources to help develop and execute strategies to advocate for and implement policy objectives.Primary Duties and Accountabilities
Establish and maintain robust relationships with county and local elected officials, agencies and other stakeholders, as appropriate, to ensure effective company interaction and advocacy with those individuals and organizations.
Actively seek and assume roles within local business and other community organizations, and attend local events, to proactively manage the company’s reputation among county and local officials and business leaders.
Collaborate cross functionally to craft and execute strategies that advance the company’s public policy and advocacy initiatives.
Identify relevant emerging issues and timely communicates with corporate and business unit leadership.
Monitor and analyze proposed legislation, ordinances, and local emerging issues and trends to determine their potential impact on the company, regularly updating leadership on activities, potential threats, and opportunities.
Participate in the development and implementation of budgets for expenses related to advocacy and other activities.
Utilize expertise with local stakeholders to enhance the company’s public affairs messaging across various platforms and support company efforts to grow brand awareness and positive community reputation.
Minimum Qualifications
Four-year degree and a minimum of eight years of professional experience with two or more specializing in government affairs, public advocacy and/or communications or a minimum of six years of professional experience with four or more specializing in government affairs, public advocacy and/or communications.
Excellent communication and relationship building skills to enhance the effectiveness of advocacy efforts by assisting in building and supporting coalitions and representing the company within state and local organizations.
Strong interpersonal skills to serve as an effective liaison between corporate leadership and local stakeholders.
Ability to develop and implement strategic initiatives in support of company policy objectives.
Ability to communicate in a public forum and perform business negotiations.
Ability to act as a both a team player, and independently with demonstrated leadership in managing government relations and/or policy advocacy, focusing on strategic planning and execution.
Preferred Qualifications
Demonstrated ability to build strong network of contacts within government and local agencies at multiple levels.
Understanding of energy industry broadly, and the electric generation sector specifically.
