DESCRIPTION OF WORKIn this role, you will be responsible for reviewing project plans and specifications, as well as completing engineering submissions and calculations pertinent to traffic signals and the communication infrastructure of transportation systems, all while adhering to established industry security protocols. Your expertise in engineering judgment will be crucial in recommending safety enhancements that can be integrated into construction projects. Additionally, you will provide essential engineering support to county maintenance organizations regarding signal-related issues, such as determining loop quantities and their respective locations.Your responsibilities will also encompass process oversight and coordination, where you will collaborate closely with the District Permits Manager to ensure timely reviews of Traffic Impact Studies. You will be tasked with completing planning and programming activities to align with the calendar year letting projections and actively participate in project development. To enhance incident management coordination, you will update the Intelligent Transportation Systems (ITS) operating procedures within the emergency operations manual and ensure that annual training is conducted. Furthermore, you will develop and maintain standard operational procedures for ITS, including message boards, and review the Regional ITS Maintenance Service Contract for Interstate ITS Devices on a quarterly basis. Your role will also involve coordinating routine maintenance and repairs for District 3-0 ITS devices, monitoring device uptime weekly, and providing necessary training to county staff to ensure effective operation of message boards, particularly before significant weather events.Interested in learning more? Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with 30-minute lunch.
Telework:You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS
Minimum Experience and Training Requirements:
Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists;or
Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geo ogists; and an associate's degree in civil engineering technology or a closely related engineering discipline;or
Two years of professional civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
Special Requirement:
This position will require possession of a valid driver's license.
