The high priority of this position requires Supervisors to work on duty shifts or on call shifts on a 24 hour, 7-day basis, including Saturdays, Sundays and holidays. A supervisor in this class assigns tasks, directs and evaluates all employees of the telecommunicator class assigned to the same shift. Supervisors must have a superior knowledge of processing emergency and non-emergency calls, as well as operating and troubleshooting problems with CAD equipment, radio and phone equipment, tdd equipment, Eventide logging recorder system, Intrado phone system, Philadelphia Police Department CAD, NCIC, PCIC, CLEAN and all security and fire alarm systems, including CCTV monitoring equipment located in PennComm. Supervisors must be knowledgeable in all SOP’s, mastering the dispatching policies and notification protocol and techniques for police, fire, emergency medical and security related responses. Supervisors are responsible for the development of all telecommunicators assigned to PennComm, overseeing the training and work of lower level employees assigned to PennComm. This is a working supervisor position who on a daily basis oversees all work assignments, as well as processing incoming calls, performing all phases of CAD dispatching, monitoring performance and at times monitoring all security and fire alarm systems and CCTV monitoring equipment to provide appropriate responses, notifications on information received and observed. Employees hired for this sensitive position must successfully pass a criminal history background check, successfully complete a 40 hour APCO Telecommunicator course and an approved CPR certification course during their probationary period of six (6) months. Responsibilities will be assigned by the Director of PennComm Operations. A position in this class reports directly to the Director of PennComm Operations. A confidentiality statement must be signed. Develops duty schedules for shifts, schedules & assigns employees to ensure for efficient coverage of all necessary workstations and provides on going trainingEvaluates performance of telecommunicators assigned to shift using tools such as records, tapes, QMS, ensures that SOPs are followed by all employees and updated to meet the needs of the Division of Public SafetyUnderstands radio/phone playback features and monitoring, QMS tool, Positron Viper Phone Stats, city CAD connection, PCIC,NCIC, IPC CAD and radio equipment and provides initial trouble shooting of hardware and software before contacting IT support staff. Conducts preventive maintenance checks on all equipment to determine nature and extent of malfunction and recommends or effects immediate or normal repair. Familiar with responsibilities for SOS and UpennResponsible for maintaining and recording information on summary sheet and will lead by example by assisting all telecommunicators in all phases of PennCom Operations. Team approach is vital for the successful operation of PennComMust make rational decisions under pressure; receive and transmit messages by radio, telephone, computer to local, state, and federal public safety agencies as well as notifying appropriate Division of Public Safety personnel and other representatives of the UniversityProvides standard timely, concise reports as well as reports upon requests to the Assistant Manager of PennCom, Director of PennCom Operations or other Managers within the Division of Public Safety.
