Summary: Lead an application development team and direct all related activities of the assigned Applications, such as design, development, and maintenance functions to rationalize, manage, and transform the business technology services environment to achieve maximum performance of the assigned applications.

Primary Responsibilities:

  • Lead the Applications Development and Maintenance function to deliver technology solutions that address the needs of the enterprise and the dynamics of a rapidly changing marketplace.
  • Design, development, modification, adaptation, and implementation of short and, long term information technology solutions through existing and new applications, systems architecture, network systems, and applications infrastructure.
  • Ensure Application Development areas are meeting all objectives pertaining to quality, compliance, regulations, productivity, customer service, budget, and project management.
  • Develop and manage business stakeholder relationships, in support of multiple LOBs and strategic portfolio initiatives.
  • Own and maintain relationships with all sourced technology partners, ensuring adherence to agreements. Ensuring all sourced systems and applications data is effectively integrated within the larger Independence framework.
  • Engage with internal team and sourced partners to identify opportunities for improved performance and outcomes, identifying ways to improve cost effectiveness and enable “faster, cheaper, better” delivery of business capabilities.
Lead the identification and assessment of emerging technologies, both within healthcare and application development more generally, that enable new business capabilities to differentiate Independence in a dynamically changing marketplace

Qualifications:

Qualifications: Education: BA/BS in Information Systems, or related discipline.

REQUIRED QUALIFICATIONS AND EXPERIENCE
  • A graduate degree or advanced degree preferred, plus a minimum of 12 years of increasing responsibility managing IT related functions or departments within Financial Services, Healthcare, Retail, Consumer, or other innovative industries.
  • A minimum of 10 years’ progressive and varied IT experience including five (5) or more years of senior IT management, Application Development or Maintenance managing conflicting priorities, business stakeholder management and vendor management.
  • Experience involving significant IT operations and, division or line of business managing Project Managers, Business System Analysts, Developers and Quality Assurance professionals.
  • Significant experience delivering business applications using both Java, .Net and MuleSoft technologies, Web services/API management, SQL & Oracle database technologies, business intelligence tech such as PowerBI and Tableau. Experience with LifeRay development is preferred.
  • Working familiarity with emerging technologies such as Robotic Process Automations, AI-driven chat, Elastic Search and other technologies.
  • Proven track record using DevOps and agile development methodologies.
  • Knowledge of ITIL or other application development frameworks.
  • Knowledge of application security and related frameworks. Experience in ensuring application stability, availability and compliance in all aspects of IT management.
  • Strong track record of building talent. Hiring, developing and retaining a strong workforce.
  • Strong track record budgeting and financial management
