POSITION SUMMARYManages and processes reports and tracks funds relating to all technology projects and core finance systems. WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in systems analysis, database management, business analysis, and/or project management. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)

EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Information Technology, Computer Science, Engineering, Data Science, Business Administration or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirement Section above regarding the verification of education/training).

POSITION DUTIES

Researches the needs of existing or potential computer systems users through analysis of information.

Manages Finance applications and Information Technology related projects within schedule and budget.

Checks reports for accuracy on all systems.

Coordinates the implementation and management of computer systems for use by multiple and diverse users; assists in ensuring new database applications are consistently designed with existing database structures; trains systems users; develops, administers and manages approved training and consultant contracts.

Assists with Finance technology contracts execution and management.

Develops, designs, implements, enhances/changes and tests procedures, methods, and applications to meet dynamic business needs; oversees the performance of complex configuration, change management, testing activities, and integration between applications.

Acts as the primary contact for systems problems; analyzes and documents issues, recommends solutions, and initiates trouble-shooting and resolution internally or with the vendor.

Monitors the performance and reliability of Finance software systems by tracking high availability, load balancing and response times.

Conducts special research projects and prepares accurate reports; assists in maintaining the security and integrity of the City's database structures, application packages and files.

Assists I & P in performing operating systems support functions (e.g., software upgrades, configurations, systems programming and database changes, etc.).

Acts as the Finance Department representative or liaison on all committees, groups, or integration development teams related to data or technology.

Maintains records, both manually and by computer, and prepares accurate reports, correspondence, etc.

Manages areas of responsibility in strict accordance with applicable laws, regulations and established policies, including union agreements, to ensure fair standardized treatment of employees.

Performs activities and functions of related lower-level personnel as assigned or required.

Performs such other related tasks and duties that are assigned or required.
