DESCRIPTION OF WORKAs an Administrative Officer, you will act as the primary point of contact for assigned utility bills where your expertise will help you resolve billing issues and work directly with utility providers to address any discrepancies. You will have the opportunity to utilize cutting-edge energy management tools, giving you the chance to contribute to impactful energy efficiency initiatives across the state. This role provides meaningful collaboration with internal stakeholders, utility representatives, and energy consultants, allowing you to build valuable professional networks while contributing to important energy and cost-saving efforts. Within this role, you will be responsible for reviewing and processing non-PO utility invoices for payment approval through SAP/ESS, ensuring compliance with data entry requirements and Comptroller Operations guidelines. You will be developing expertise in SAP/ESS workflows and the Office of the Budget’s guidelines for processing utility invoices, correcting any issues that could delay payments or lead to reversals. You will be required to respond promptly to audit requests or inquiries from Comptroller Operations and the Department of Treasury, addressing any errors. Additionally, you will acquire a high-level understanding of alternative utility payment processes and how these interact with SAP/ESS, enhancing their capacity to manage utility payments effectively. You will become proficient with the Commonwealth's utility bill management system as you manage data configuration, reporting, and manual data entry. Additional responsibilities include:

Addressing inquiries from utility providers

Using SAP tracking tools to retrieve missing utility bill images

Building relationships with internal stakeholders, utility representatives, and energy consultants

Providing administrative support for DGS energy management initiatives and general assistance with energy program outreach

Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Work hours may be flexible and will be discussed during the interview.

Telework: You may have the opportunity to work from home (telework) part-time, up to 2 to 3 days per week, upon successful completion of training. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:

Two years of experience in varied office management or staff work; and bachelor's degree;or

Any equivalent combination of experience and training.

Additional Requirements:

You must be able to perform essential job functions.

Preferred Qualifications (not required):

Experience processing invoices, specifically non-PO invoices

Experience using SAP or similar enterprise software for invoice payment processing

Experience working with utility bill management systems or databases, including data entry, configuring information, or running reports

Experience in resolving utility billing discrepancies by contacting providers directly (e.g., handling meter issues, misreads, and account errors)

Experience building and managing professional relationships with stakeholders such as utility representatives, internal departments, or consultants to support utility or energy-related projects
