THE POSITIONAdvance your analytical career by by joining our Admin & Program Support Division team to support Audit and Compliance Division! The Office of Unemployment Compensation Tax Services (OUCTS) is seeking a Program Analyst 3 with impeccable attention to detail to join our dynamic team. If you are passionate about performing the in-depth analysis necessary to provide policy and decision makers with the information they need for program planning, improvement, monitoring, and resource allocation, then this is the role for you!DESCRIPTION OF WORKIn this position, you will focus on maintaining and enhancing Audit and Compliance division functionality in the highly complex Unemployment Compensation Management System (UCMS) and the COMPAS audit software, as well as be the lead in interfaces with external agencies used by the Audit Compliance Division. Your work will provide essential, expert analysis of UCMS with our modernized processes and programs that facilitate the administration of the reporting and collection of UC taxes from employers which are ultimately used to pay benefits to unemployed workers in Pennsylvania.Our team will rely on you to engage with the vendor team to ensure the maintenance contract provisions are fulfilled, submit change requests and bugs, and lead a team to test any changes made to the COMPAS application. This includes developing, coordinating, and conducting training for UCTS staff. You will also be responsible for day-to-day planning and managing of project activities such as leading Program Analyst 2s in the core team in developing requirements for UCMS functional changes and testing of changes made to the UCMS application. Additionally, your work supports our goal of ensuring that UCMS functionality properly applies PA UC Law and UCTS policy and procedure, maintains an extremely high standard of data integrity, and provides accurate, reliable results that both internal and external users can rely on. Full-time employment

Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

Alternate Work Schedule (AWS) may be availabe.

Telework: You may have the opportunity to work from home (telework) part-time, with occasional in-office days when work or otherwise dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary: Starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:

One year as a Program Analyst 2;or

Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree;or

An equivalent combination of experience and training.
