About UsJob DescriptionThe Construction Operating Projects (COP) group is part of the Naval Nuclear Laboratory, Bettis Construction Department and is responsible for the delivery of small to midsize operating-funded and investment funded projects from initiation to closeout. The Civil Engineer plays a key role in the development, design, and execution of a wide variety of projects as a member on a project execution team. Typically, these projects involve small-to-large scale renovations, site infrastructure upgrades, and new construction of office buildings, laboratories, and test facilities.

About the Role:

Prepare conceptual site designs, including overall site layout, grading, utility layout, drainage systems, plans and specifications, contract documentation preparation and graphic presentation.

Conduct reviews of technical drawings, specifications, basis of design reports, and technical memos with understanding of utilities, roadways, general site development, grading and drainage, best management practices, erosion control, hydraulics, and as-built data.

Performs interdisciplinary review of large project deliverables and identifies discrepancies in results.

Conduct regular inspections to monitor construction progress, quality, and safety, and maintain accurate documentation of site activities and project records.

Direct and/or perform QA/QC of project as-built data (survey or field mark ups).

Assist construction team members with collection and maintenance of relevant geospatial site data.

Review and evaluate contractor submittals, change orders, and construction schedules, and make recommendations as needed.

Ensure compliance with applicable codes, standards, and regulations, and work towards achieving project objectives within established timelines and budgets.

Coordinate with project team members to assess project performance, identify potential risks, and implement appropriate corrective actions.

Provide regular progress reports and updates to the project teams and management, highlighting key achievements, challenges, and upcoming milestones.

Collaborate and coordinate closely with project stakeholders, including contractors, architects, engineers, and government representatives.Required Combination of Knowledge and SkillBachelor's degree from an accredited college or university in Civil Engineering or science related field and 9 years of relevant experience; or Master's degree from an accredited college or university in Civil Engineering or science related field and 7 years of relevant experience

Professional Engineering (PE) license, in the Commonwealth of Pennsylvania.Preferred SkillsCivil design and permitting experience including site layout, grading and drainage, utility, and erosion control design is required, experience in Southwestern Pennsylvania preferred.

Knowledge of geotechnical and water resources engineering methods, such as: subsurface investigations, field & laboratory testing, soil compaction and earthwork construction, design and construction of foundations.

Proficiency in AutoCAD/Civil 3D, ArcGIS, and Microsoft Office Suite.

Knowledge of construction principles, techniques, and best practices, particularly in the field of land development and site utilities.

Proficient in interpreting construction plans, specifications, and engineering drawings.
