THE POSITION
The role of the Air Quality Program Specialist is situated within the Regulatory Development and Training Section of the Bureau of Air Quality. In this capacity, the specialist is responsible for determining the timelines necessary to meet the regulatory deadlines set by the Department of Environmental Protection (DEP). This includes overseeing the organization and presentation of both proposed and finalized rulemakings, as well as the preparation of regulatory analysis forms and other essential documentation. The specialist ensures that all rulemaking packages are crafted in strict compliance with relevant state and federal laws, as well as the established procedures of the Department, thereby playing a crucial role in the regulatory process.DESCRIPTION OF WORK
In this role, it is essential to possess strong writing abilities that align with the Pennsylvania Code and Bulletin Style, ensuring the creation of consistent language that supports legal defensibility and incorporates thorough research on relevant rules and regulations. The responsibilities include the formulation of rule-making initiatives and State Implementation Plans (SIPs) that comply with all pertinent state and federal laws, as well as the procedures established by the Department and the Commonwealth. You will be tasked with producing rule-making documents, regulatory analysis forms, technical analyses, and comment/response documents to guarantee adherence to Commonwealth policies and procedures. A thorough examination of regulatory and policy documents will be required to ensure they are clear, complete, accurate, and in alignment with applicable policies and procedures. Additionally, you will develop and coordinate technical training programs for both Bureau and Regional Air Quality personnel. A Juris Doctor (JD) degree is preferred; however, paralegal experience or a Master's degree in Library Science (or equivalent experience) will also be considered suitable for the responsibilities associated with this role.Interested in learning more? Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week once approved by management. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:Two years of experience as an Air Quality Specialist; or
One year of experience as an Air Monitoring Program Supervisor; or
Three years of professional work in the control and abatement of air pollution and a Bachelor's Degree in Biology, Chemistry, Physics, Engineering, or an environmental field closely related to Air Quality Management; or
An equivalent combination of experience and/or training.Special Requirement:
This position requires possessi n of a valid Pennsylvania driver's license.

PA residency requirement is currently waived for this title.
