Hours may vary due to work assignments or projects.Work Location: 6098 Debra Road, Chattanooga, TN 37411 - City Hall MidtownFLSA Status:This is anExemptposition.Department: Equity and Community EngagementCLASSIFICATION SUMMARY:Incumbents in this classification are responsible for providing technical and hands-on support to new and existing neighborhood organizations in implementing programs, initiatives, activities or events. Duties include assisting in the development of by-laws and strategic planning to achieve goals; providing on-going assistance with the recruitment and retention of members; providing service referrals and assisting in the development and implementation of appropriate neighborhood programs and initiatives. Work is performed under limited supervision.ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.Coordinates the Neighborhood Partners Program which includes coordinating policies and procedures for applicable contracts/memorandums of understanding (MOU); ensuring completion of neighborhood programs, initiatives, and activities within established deadlines; monitoring quality assurance issues; monitoring the spending of funds; initiating and maintaining follow-up tasks to ensure recipients and agreements are on target with programs; conducting site visits; marketing program to organizations in applicable districts; assisting groups through technical workshops; assisting with the application process; providing technical assistance in funding selection review committees; reviewing guidelines, applications, marketing and the preparation of workshops for new funding cycles; conducting site inventory audits of previously funded projects and performing other related activities.Provides technical assistance and serves as a liaison to neighborhood groups and individuals which includes conducting site visits; providing support on issues, potential solutions, and related issues; documenting and resolving problems with internal departments; assisting with bylaw development, membership recruitment, and retention, goal prioritization and objective achievement, evaluation of outcomes, building consensus and training officers of groups; researching new community building strategies; attending neighborhood organization meetings; developing neighborhood watch groups and committees and providing related assistance.Coordinates the Home Repair Program which includes program marketing; distributing applications to the public; interviewing applicants; securing and verifying eligibility documentation; photographing requested repairs; meeting with neighborhood and staff committees to review applications; making recommendations for funding based on individual applicant circumstances, community priorities, and program management criteria; working closely with internal departments on approved projects; communicating and coordinating with applicable external agencies; coordinating the demolition and/or construction of projects.Preparing related reports and performing other related activities.Collaborates with Code Enforcement on the development and implementation of programs and initiatives and solicits neighborhood support and participation.Conducts related research.Participates in environmental investigations, inspections, and condemnation of properties based on code violations that create a potential hazard.Serves as a lead in resolving housing and related case management issues related to displaced residents of condemned properties.Uses, carries, and answers their cell phone for business purposes as determined by the assigned job duties and the department head.Must meet regular attendance requirements.Must be able to maintain good interpersonal relationships with staff, co-workers, managers, and citizens.Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.Performs other duties as assigned.DEPARTMENT SPECIFIC DUTIES(if any):MINIMUM QUALIFICATIONS:Six (6) years of any combination of relevant education, training, or experience sufficient to perform the essential duties of the job will be considered. Bachelor's degree in Business Administration or a related field and two (2) years experience engaging in community organization activities, such as providing technical and hands-on support to neighborhood organizations in the implementation of various programs.LICENSING AND CERTIFICATIONS:Valid Tennessee Driver's LicenseKNOWLEDGE AND SKILLS:Knowledge of area emergency service organizations and agencies; public relations principles; budgeting principles; procurement principles and practices; applicable Federal, State, and Local laws, ordinances, codes, rules and regulations and program coordination principles and practices.Skill in providing customer service; interpreting, applying, and communicating applicable laws, ordinances, codes, rules, and regulations; using a computer and related software applications; conducting investigations; conducting research and making appropriate recommendations based on findings; monitoring budgets; marketing programs; applying independent judgment, personal discretion and resourcefulness in interpreting and applying guidelines; identifying appropriate community resources based on applicable situations and establishing and maintaining effective working relationships with other employees and those contacted in the course of the work.PHYSICAL DEMANDS:Positions in this class typically require reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.WORK ENVIRONMENT:Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. Responsibilities As a HR Specialist (Title 32/Military), GS-0201-09, you will participate in developing procedures and the administrative operations of the recruiting and retention program. This includes but is not limited to advertising; determining budget requirements; developing the awards and decorations program for recruiters and for those submitting referrals; reviewing portions of the recruiting program to analyze and determine effectiveness of individual recruiters or need for procedural changes within the program; maintaining files and records including military human resources (HR) files for AGR personnel; and preparing a variety of reports. Assist the RRM in developing, planning, and coordinating training for recruiters, contacting schools, determining availability, recruiting spaces, and preparing orders. Ensure coordination and distribution of all recruiter orders. Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures. Conduct informal studies and pinpoints program deficiencies. Recommend possible solutions to the recruitment manager. The incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc. Monitors advertising activity, reviews write-ups, coordinates information activity with the state information office, and works with the AGR military advertising specialist assigned to the recruiting force.
