This position is responsible for assisting in coordinating, overseeing, and implementing the compliance aspects of the Y-12 National Environmental Policy Act (NEPA) and clean water program. This position reviews and evaluates proposed actions/projects at the Y-12 Complex to assure compliance with authorized Y-12 NEPA documents and coordinates with subject matter experts (SMEs) to assess the potential environmental impacts, in accordance with multiple environmental regulations. They will ensure that the potential environmental impacts of all proposed actions are evaluated and documented in accordance with the DOE NEPA Implementing Procedures (10 CFR 1021) and the Council on Environmental Quality (CEQ) Regulations (40 CFR 1500- 1508). This position works closely with the National Nuclear Security Administration (NNSA) to identify activities not covered under NNSA authorization and recommends the level of NEPA review required in accordance with 10 CFR 1021.300. This position will also support the overall clean water program as necessary to assist staff engineers with the Y-12 clean water and sanitary sewer facility, Department of Energy, and permit related requirements.Primary Responsibilities Include:This position conducts NEPA Reviews on Y-12 proposed actions (program, project, plan, new activities), coordinates with program managers and management on the project description and scope, coordinates the environmental review with Environmental Compliance (EC) SMEs, and reviews the proposed scope against NCO authorized Umbrella documents (to determine if categorically excluded). In conjunction with the NEPA reviews, this position ensures the appropriate environmental review is completed for the proposed action and prior to the execution of activities. For actions not authorized by umbrella documents this position with assist in preparation of a formal recommendation for the following: US DOE Categorical Exclusion Determination, Environmental Assessment Determination, Supplemental Analyses recommendation, and an Environmental Impact Assessment Determination. Additionally, this individual will participate in field and permitting activities as required to ensure compliance with facility water and sanitary sewer permits. Includes supporting clean water engineers in project oversite, site inspections and assessments, permitting, reporting and spill response.What You Can Expect

Minimum Job Requirements

Bachelor's degree in engineering/science discipline.

Preferred Job Requirements

Five years experience in environmental compliance.

Fundamental knowledge of US Environmental Laws and Regulations.

Working knowledge of computer software programs such as MS Excel, MS Access, Power Point, MS Word, and SharePoint.

Strong oral and written communication skills and the ability to interface effectively with a variety of customers.
