About the Position & Initiative

The Southern Guam Soil and Water Conservation District seeks an experienced Program Support Specialist (PSS) who feels passionate about protecting Guam’s soil and water resources and promoting conservation stewardship. The goal of the program is to increase producer awareness and participation into the conservation programs available through the USDA Natural Resources Conservation Service (USDA NRCS). The primary responsibility of the PSS will be to provide administrative support to the USDA NRCS Guam Service Center.

Minimum Qualifications

1. High School Diploma; or GED equivalent

2. Three (3) years of general experience, one year of which was equivalent to program support or assistance. General

experience may have included performing highly structured work assignments of limited difficulty combined with

training that familiarizes the employee with functions and operations of the organization.

3. Ability to pass federal background check

4. Proficient in Microsoft Suite (Word, Excel, Outlook, etc.)

Preferred Qualifications

1. Bachelor’s Degree

2. Enthusiasm for agriculture, conservation, and the outdoors;

3. Knowledge of general administrative policies, procedures, and processes in higher education.

4. Experience working with Federal financial reporting systems

Minimum Knowledge, Skills, and Abilities

Strong interpersonal skills; strong organizational skills; strong written and verbal communication skills; and computer

literacy.

Assists technical staff in preparing program documents and correspondence.

Ensures all documentation complies with federal rules and regulations.

Maintains and assist with administrative and tracking systems.

Assists in the design and maintenance of spreadsheets and databases.

Researches, plans, analyzes, and organize technical and statistical information.

Develops data for use in briefings, publications, and reports.

Drafts program communications, including letters, memoranda, and emails.

Collects and compiles data for regular and ad hoc reporting on program status.

Collects and distributes program materials.

Coordinates and supports outreach events, including logistics, promotion, and follow-up.

Maintains program files.

Manages supplies and equipment for the team.

Performs other duties as assigned.
