Summary About the Position: Serves as an Human Resources Specialist responsible for providing technical advice and guidance to senior leadership, managers and supervisors in areas of staffing, recruitment and placement, position management and classification, foreign labor, management and employee relations (performance management, benefits and entitlements, awards, permanent change of duty station), professional and leader development, and the processing of complex personnel actions. Responsibilities Serves as a Human Resources Specialist for the Civilian Human Resource in G-1 at HQ, U.S. Army South. Provides direction to management concerning recruitment strategies for all covered positions General Schedule (GS), General Grade (GG) and Foreign Service Nationals (FSN). Advises managers in developing, prioritizing, and/or weighing skill sets used for vacancy announcements and coordinating with Civilian Human Resources Agency (CHRA) as needed. Serves as a human resources advisor of the FSN Program for staffing requirements, resources, and problems involving a high degree of complexity. Provides position management and classification support to assigned organization(s) for employees assigned to various personnel systems. Provides management-employee relations support to assigned manager and supervisors and provides overall advice and assistance on management-employee relations, discipline, adverse actions, grievances, and performance management. Ensures accuracy and completeness of permanent change of station (PCS) orders in accordance with regulatory guidance. Responsible for overall administration of the awards, decorations, polices and programs. This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year specialized experience which includes 1) Providing advisory services on complex human resource functions such as recruitment, classification, position management procedures, or labor and/or employee relations; 2) Providing technical advice/ recommendations for human resource problems and interpretation of policies and regulations; 3) Communicating orally and in writing to provide status/staff reports and correspondence to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Labor Relations Oral Communication Personnel and Human Resources Staffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. When a temporary promotion is terminated, the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay (AR 690-300/10-8).
