Program Mgr, DDP - Hodge UnitRusk, Texas, United StatesNewSocial ServiceUTMB HealthRequisition # 2500253The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).JOB SUMMARY :Working under the administrative supervision and direction of the Senior Psychologist, this position is responsible for the management and administration of the Developmental Disabilities Program (DDP) and is responsible for the overall care and treatment of developmentally disabled/Intellectually impaired inmates within the Texas Department of Criminal Justice.ESSENTIAL JOB FUNCTIONS :
Contributes to the success of the UTMB Managed Care Organization
Develops and implements Developmental Disabilities Program (DDP) goals, objectives and policies.
Provides clinical and administrative supervision to DDP staff.
Serves as a liaison with Texas Department of Mental Health and Mental Retardation (TXMHMR) and other agencies to ensure continuity of care and consistency with applicable laws and community standards.
Coordinates and provides in-service training to clinical and security staff regarding the identification and treatment of offenders with developmental disabilities.
Gathers and analyzes data regarding the prevalence, treatment and aftercare of developmentally disabled offender(s).
Coordinates and provides habilitative treatment to offenders in DDP.
Serve as liaison with other departments including security, classification and medical.
Ensures that all patients with developmental disabilities are appropriately identified and receive the necessary care; serves as a consultant on difficult or complex clinical cases.
Ensures the appropriate staffing levels are maintained.
Assists in the development, implementation and monitoring of a comprehensive network of developmental disabilities programs and services within DDP.
Ensures compliance with required policies, standards and directives; ensures accreditation at designated facilities.
Assists in the development and implementation of a comprehensive Quality improvement program based upon timely access to care, effective and appropriate practices and interventions, staff training and peer review
Adheres to internal controls and reporting structure established for department.
Performs other related duties as required.
KNOWLEDGE/SKILLS/ABILITIES:
Extensive knowledge of developmental disability programming, assessment, treatment and administrative procedures and applicable national and state laws and standards.
Extensive skill in directing, coordinating and evaluating employee performance including problem solving and contemporary supervisory methods and practices.
Thorough knowledge of principles, practices and techniques of developmental disabilities assessment, psychotherapy and treatment planning.
Extensive skill in directing, coordinating and evaluating mental health staff, problem solving techniques, and in modern supervisory methods and practices.
Ability to work as a member of a team and to communicate effectively both orally and in writing.
Ability to manage developmental disabilities programs and staff in multiple locations with a large geographical area.
Skill in establishing, coordinating and evaluating Mental Health and Developmental Disabilities Program services, goals, strategies and objectives, and in developing and implementing QI/QM objectives for the monitoring of these goals.
Knowledge of the concept of Change Management and Strategic Planning
EQUIPMENT :Standard office equipment.WORK ENVIRONMENT :Located within the confines of a prison, jail or juvenile detention center.Security clearance is required; pre-employment drug testing is also required.REQUIRED EDUCATION/EXPERIENCE :
Doctoral or master’s degree in psychology, counseling, or clinical social work.
Licensed Psychologist, Licensed Psychological Associate, Licensed Professional Counselor or Licensed Clinical Social Worker in the State of Texas for at least five (5) years.
Five (5) years or more experience working in a correctional mental health setting (prison/jail) and/or treatment of developmental disabilities in a clinical setting with five (5) years concurrent experience in mental health and/or treatment of developmental disabilities management, administrative or supervisory position.
