The Deputy CIO is a key figure in driving the university towards technological excellence, playing a crucial role in positioning it as a benchmark in higher education. In partnership with the Chief Information Officer, fellow IT leadership, and team members, the Deputy CIO will help lead the university’s technological future, with a special emphasis on creating a student-centric technological ecosystem. The Deputy CIO will collaboratively implement and configure cutting-edge technologies, applications, and services. Demonstrating creativity in enhancing operational efficiency through innovative partnerships, shared governance, and the optimization of technology will be key expectations for the Deputy CIO. Oversight of the day-to-day operations within the Client Services group and ensuring optimal performance and delivery of superior service quality will fall under the purview of the Deputy CIO. In summary, the Deputy CIO’s goal will be to foster a culture of customer-centric excellence through the provision of accessible and equitable solutions, enhance departmental visibility, position the IT department as a strategic partner for the university, and contribute to the establishment of a distinguished brand within higher education. The Deputy Chief Information Officer (CIO) will take a lead role in shaping the university's technological future, with a special emphasis on creating a student-centric technological ecosystem. Close collaboration with decision-makers is paramount, aiming to foster a culture of customer-centric excellence through the provision of accessible and equitable solutions. They will help to enhance departmental visibility, positioning the IT department as a strategic partner for the university and contributing to the establishment of a distinguished brand within higher education. The Deputy CIO will manage and oversee the execution of a portfolio of IT projects and ensure the IT projects are aligned with the IT strategy and roadmap. The Deputy CIO will lead and develop a team of IT professionals and business professionals to meet these objectives. The Deputy CIO will engage consultants, vendors, and cloud solution providers to form IT project teams to successfully complete IT projects. The Information Technology Services office is located at the Stephenville Campus. Work hours are Monday to Friday; 8 AM-5 PM or as work requirements indicate. This position is open for consideration for remote and office work options after the successful completion of the training period. Must be able to work remotely at the request of the University.Essential Duties and Responsibilities:

Works with the CIO to establish the strategic direction of the ITS Department. Determines budgetary and staff allocations, IT policies and procedures, adoption of new technologies, resolution of departmental issues and continual updates to the University IT Strategic Plan goals and action items. Serves on behalf of the CIO in the CIO's absence or as required.

-Determines IT strategic project priorities based on University priorities and collaboration with the CIO and University leadership. Develops proposals, presentations, plans, and timelines for complex projects and manage priorities, equipment, and staff resources to ensure the completion of projects within budgets and timelines. Coordinates with all University campuses and departments to identify and meet administrative and academic computing needs while improving cost-effectiveness and service delivery quality. Ensures operational integrity and continuity of the services delivered by leading the development of objectives for the IT staff that support academic and administrative systems through reliability, responsiveness, documentation, and use of current software and hardware.

Keeps abreast of industry trends, IT best practices, and new technologies. Reviews emerging technologies, tools, products, and IT services and oversees the selection process for the acquisition of these technologies and solutions.

Conducts complex business analysis of business processes and internal and external requirements. Creates white papers and strategy documents outlining options and recommendations. Meets with IT stakeholders to understand business requirements for IT solutions. Assesses feasibility, define scope, creates project budgets, and makes recommendations.

Leads and develops an IT organization and staff that will effectively specify, design, implement, operate, and support IT solutions and services.

Initiates, oversees, and executes IT projects by working with internal staff, vendors, and consultants to create IT project teams to implement IT solutions. Manages the portfolio of projects and ensures projects are on time and within budget. Ensures projects are properly documented and hands projects over to application support and operations.

Works with fellow members of the executive team to align IT solutions and applications with security, network, and project management standards and requirements.

Performs other related duties as assigned.

Qualifications

Required Education and Experience:

Bachelor’s degree in an applicable field or equivalent combination of education and experience.

10 years of related experience.

Knowledge, Skills, and Abilities:

Knowledge in IT management, leadership, and IT solution delivery.

Knowledge of database solutions, cloud IT services, web applications, internet technologies, business intelligence, and marketing. Strong organizational, leadership, interpersonal, and communication skills.

Skills in strategic thinking, research, and planning to include: creativity/innovation, risk management, strategic disaster recovery & business continuity, integrating solutions, leveraging, strategic resources, and strategic partnering.

Strategic industry-related skills to include, knowledge of current and emerging IT industry issues and trends.

Salary

Commensurate with experience

The target base annual salary may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
