Amentum, a large government contract company, is seeking a Subcontracts Lead to support a pending contract award in Haiti. This position will be based remote, but will travel to Haiti as needed to support this contract.POSITION SUMMARYThe Subcontracts Lead will support program leadership in accomplishing Amentum contractual requirements successfully for the LOGCAP contract. This includes, but is not limited to:
Lead the subcontractor selection process, performs costs/price analysis and conducts terms & conditions negotiations on Firm Fixed Price subcontract agreements, BOAs etc.
Assist in developing best practices, interpreting terms and conditions, delivery schedules, and appropriate prime contract flow down clauses
Supports the Program Contracts Manager in proposal development
Manages modifications and change orders in support of customer demands and all other aspects of day-to-day subcontract administration
Prepares compliant procurement packages including the development of concise justifications of award to support government audits and to maintain an approved purchasing system
Prepares and submits to the Administrative Contracting Officer (ACO) Consent Packages, when applicable, for Contracts Manager and Program leadership review
Supports supplier relationships including supplier communications, performance measurement, and supporting subcontractor performance improvement efforts if required
Ensures subcontract files are compliant and in audit ready status at all times
Effectively assesses supplier subcontracts and change orders to identify areas of potential non-compliance and other issues that could have an adverse impact to the company
Ensure that program-specific process improvement initiatives are being implemented
Track and monitor supplier progress, initiating the supplier subcontract agreement close-out process and Close-out Checklist and may participate in claim and dispute resolution while ensuring compliance with Government audits
Perform other duties and initiatives as requested by upper-level management
Provide leadership, training, and development to the Subcontracts and at times Operations team
When onsite, the Subcontracts Lead shall be available within 2 hours to meet on the installation with Government personnel to discuss problem areas.QUALIFICATIONS
Minimum of five years of government contracts experience in a DoD OCONUS subcontract administration environment with at least five (5) years in management with an emphasis in Base Operations Support Services with a working knowledge in contract administration, subcontracts, purchasing, document control, and/or pricing
Knowledge of international laws and regulations
Experience with varying contract types: fixed-price, cost-reimbursable, and time and material type
Strong writing and documentation skills
Highly organized, able to meet deadlines and manage shifting priorities
High degree of personal integrity; ability to maintain confidentiality.
Must be able to function in an office setting, answer the phone, use office equipment, etc.
Strong computer skills, specifically in Microsoft Word and Excel
Previous work experience in an austere OCONUS environment with a multi-national workforce
Excellent organizational and time management skills
Strong computer skills, specifically in Microsoft Word and Excel
Valid US or local driver's license and US passport
Must be able to obtain and maintain a Secret Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment as required
Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide)
