Diamond Technology is a Technical Services company. We have a business client who is a large engineering firm with an opening for the following position:

Position Title: Senior Project Controls Engineer

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends, as needed.

Job Duties

Obtains required schedule information by all disciplines/functions. Identifies restraints and effect on total project schedule. Coordinates with all departments to ensure understanding of total project schedule needs. Responsible for total integration of schedule activities. Identifies schedule considerations and problems resulting from inter-discipline or functional restraints and interfaces.

Monitors and reports critical path and schedule performance of the total project. Conducts project schedule analysis and studies of problem areas to determine criticality of schedule activities. Recommends alternatives for schedule improvement to project team for discussion and/or decision.

Responsible for leading, when requested, the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans.

Monitors cost recording, monitoring, and reporting practices for compliance with applicable standards.

Responsible for the development and accuracy of cost reports. Verifies consistency with previous reports to ensure compatibility and consistency.

Responsible for cost engineering and cost analysis/control activities for projects with significant non-routine requirements or for discipline/projects/proposal cost activities which require a high degree of technical skilled experience. Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering guidance to area & functions.

Basic Qualifications

Grade 25: Bachelor's degree in engineering, construction management, project management or related discipline from an accredited university and 6+ years of related project controls experience, or in lieu of a degree, high school diploma or equivalent and 12+ years of project controls experience on an EPC job or equivalent job.

Grade 26: Bachelor's degree in engineering, construction management, project management or related discipline from an accredited university and 9+ years of related project controls experience, or in lieu of a degree, high school diploma or equivalent and 15+ years of project controls experience on an EPC job or equivalent job.

Minimum Qualifications

Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.

Must demonstrate good interpersonal teamwork and communication skills.

Ability to work under pressure and with minimal supervision.

Advanced level of proficiency in using PC operating systems and software applications such as Excel, Word and PowerPoint.

Basic knowledge of Primavera P6 and COBRA software applications.

Upon reporting, must be able to complete and pass a medical evaluation for badging purposes.

Must have full mobility, be able to walk on uneven or broken surfaces (rocks, gravel, etc.). The examination includes, but is not limited to ability to pass blood pressure test, able to bend, twist, pull, push, climb, and lift more than 20 lbs.

Must be able to complete and pass a pre-employment physical, drug screen, and background check which includes verification of employment and education.

Must be able to obtain a Department of Energy badge for access to the Hanford Site.

Possess the legal right to work and remain in the United States without sponsorship.

Preferred Qualifications

Previous Earned Value Management System experience on an Engineering, Procurement and

Construction (EPC) job.

Flexibility to respond to urgent project requests and/or changing priorities.

Demonstrated ability to work with people of varied backgrounds and objectives.

Demonstrated skill in identifying and analyzing issues and recommending corrective actions.

Proficiency in using multiple discipline specific applications (Cobra, Primavera, EcoSys, etc.)

Previous or current WTCC or WTP work.

ADDITIONAL INFORMATION

If applicable, mobilization and demobilization expenses (mileage, lodging, and M&IE) are authorized to and from the assignment location if point of origin is more than 50 miles away. Demobilization is authorized only if the assignment is completed per the assignment end date, or Company ends the assignment earlier than specified.

Contract employees are expected to drive their own car to the assignment location. Lodging plus methodology is approved for the settling-in period of the first 15 days or until long-term lodging is occupied, whichever occurs first. For mobilization, demobilization and during the settling-in period all charges, except M&IE per diems, are to be invoiced by the agency to Company with required receipts. After long-term lodging is occupied, or the 15-day period has elapsed, the per diem allowance for lodging, meals and incidental expenses will be no more than 75% of the approved FTR rate and will be expensed via daily entry into myTime time record system (receipts for lodging are no longer required).

Contract employees on single status assignments of 3 months or more may be granted trips home. Trips are not to exceed a frequency of once every 28 days provided that a minimum of 30 days, from the trip departure date, remain in the assignment. Trips are expected to be scheduled for weekends and will be on the contract employee's own time. Deviations in home leave schedules require project approval. Reimbursement for travel via common carrier (airline, train, or bus) may not exceed the cost

PROJECT BACKGROUND INFO

The Hanford Tank Waste Treatment and Immobilization Plant, located in southeastern Washington state will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a by-product of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification, and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities.
