GENERAL STATEMENT:

The Columbia County Public Safety Emergency Services Telecommunicator receives and prioritizes emergency and non-emergency telephone calls from the public, processes information with the aid of a computer-aided dispatch (CAD) system and dispatches appropriate public safety agencies including police, fire and emergency medical units. This staff position monitors public safety units in the field, retrieves and enters computer data for law enforcement personnel, accesses teletype, monitors alarm systems, operates TDD/TYY, operates security devices and other related communications equipment.

ILLUSTRATIVE EXAMPLES OF DUTIES AND ESSENTIAL JOB FUNCTIONS:

 Interacts with callers requesting emergency/non-emergency response or service from the community or public agencies.

 Uses established protocols and the computer-aided dispatch system to determine appropriate actions(s) to be taken.

 Monitors and maintains the location and status of police, fire, emergency medical and other authorized non-member agency units in the field.

 Enters and retrieves data on the ACCESS systems to assist law enforcement agencies in and out of Washington State.

 Deals with sensitive information in a discreet and professional manner by maintaining confidentiality.

 Maintains a positive customer service attitude at all times with the public, user agency members, co-workers and supervisors.

 Performs other related duties as assigned.

WORKING CONDITIONS/PHYSICAL ACTIVITIES:

Approximately 90% of duties are performed in a secured office with artificial lighting. There is limited opportunity for physical movement and the dispatcher must remain alert and responsive while observing computer display screen under low lighting conditions for uninterrupted periods of time. The dispatcher must have adequate hearing, visual acuity, manual dexterity, and mental disposition to successfully perform all essential duties. Telephone/radio headsets must be worn for long periods.

The on call dispatcher will be allowed to sign up for any open shift that is available and may decline if asked to cover a specific shift. There are no guaranteed hours or requirements to work a minimum number of hours. The dispatch center operates 24 hour-a-day, seven days-a-week including holidays.

This position will be eligible for retirement benefits if the following criteria are met based using the Department of Retirement requirements for eligibility:

The position normally requires at least five months each year in which regular compensation is earned for at least 70 hours per month. [RCW 41.40.010(11)(a), WAC 415-108-680]

As used in this definition, "normally" means a position that requires at least five months of at least 70 hours for two consecutive years. Once a position is determined to be eligible, it will continue to be eligible if it requires at least five months of 70 or more hours of compensated service during at least one year in any two-year period. [WAC 415-108-010]

"Year" means any 12 consecutive month period established and applied consistently by an employer to evaluate the eligibility of a specific position. In the case of ongoing positions, the year used by the employer must be the same for all positions. In the case of a project or temporary position, the year used may be specific to the position. The term may include but is not limited to a school year, calendar year or fiscal year. [WAC 415-108-010]

QUALIFICATIONS:

 High School Diploma or G.E.D. is required.

 3 years free from illegal drug use at time of application.

 Maintain telephone/cell at residence.

 Must be able to work varying shift schedules, overtime hours, holidays, and emergency on-call as needed.

 Public safety communications experience is desirable.

 Washington State Patrol ACCESS Level I and II Certification is desirable, or must be obtained upon completion of the dispatcher training program.

 Certification in an Emergency Medical Dispatch program is desirable, or must be obtained upon completion of the dispatcher training program.

LICENSES, CERTIFICATES & OTHER REQUIREMENTS:

Qualified applicants must possess and maintain a valid Washington State Driver's License and the minimum amount of automobile insurance required by Washington State law.
