Summary:
The Executive Director is a senior position responsible for directing and overseeing fiscalmanagement, human resources, and related administrative functions for areas,
programs and/or units reporting to the Office of the Provost. Responsibilities include providing leadership and direction; planning, developing, managing, and administering business functions; directing and controlling programs to assure accountability for the allocation of resources and program results; and representing the Office of the Provost and Executive Vice President to internal and external constituents in areas related to financial management of academic programs.
Job duties:
Financial Oversight, Reporting and Forecasting
Compile and analyze financial information for administrators within the Office of the Provost and other Provost-reporting units, developing integrated revenue/expense analyses, academic program proforma models, budget projections, reports, variance analyses, and presentations.
Assess the effectiveness and financial feasibility of academic affairs and related strategic initiatives in partnership with the Senior Vice Provost, Vice Provost for Academic Administration, and the Assistant Vice President for Budget and Planning.
In collaboration with the Assistant Vice President for Budget and Planning, develop and assess tuition revenue distribution models for the purpose of advancing graduate education, professional education, and academic programs.
Provide counsel and advice to the Provost and Vice Provost for Academic Administration with regard to budget development, forecasting, implementation, and reporting.
Participate in various workgroups, committees, and councils. Serve as a liaison with WSU campuses, colleges, and vice presidential areas. Collaborate in data analyses and policy development.
Administrative Oversight
Direct and oversee fiscal management, human resources, information technology and related administrative functions for designated areas, program and/or units reporting to the Office of the Provost.
Responsibilities include providing leadership and direction; planning, developing, managing, and administering business operations; directing and controlling programs to assure accountability for the allocation of resources and program results.
In conjunction with the Assistant Vice President for Budget and Planning and the Budget Office, oversee budget management of all areas reporting to the Provost and Executive Vice President, including, but not limited to Enrollment Management units, the Honors College, Office of Research, Office of International Programs, and Graduate and Professional Education.
Designs, establishes, and maintains an organizational structure and staffing plan for the fiscal team to effectively accomplish the unit’s goals and objectives.
Train and conduct annual/performance evaluations of assigned staff. Approve leave requests; Motivate to achieve peak performance; initiate corrective and/or disciplinary action as necessary.
In conjunction with the Budget Office, Capital Planning, and the Vice Provost for Academic Administration, advise and assist the Provost in managing the university’s minor capital, major capital, and space allocation processes.
Develop and implement policies and procedures to ensure that business practices within the Office of the Provost and its units are in conformance with university, state, federal, and other relevant laws and regulations.
College Liaison and Fiscal Advisor
Serve as a resource to the college Deans (those reporting to the Provost and Executive Vice President) and their fiscal and administrative staff.
Includes regular review of college finances, including meeting with the college area finance officer and dean, when appropriate. Provides regular updates to the Provost and the Budget Office.
In conjunction with the academic colleges, jointly establish an annual hiring fiscal plan.
Attend Academic Area Finance Officer (AAFO) meetings as a representative of the Provost’s Office, and present timely topics.
Student Data Management
Coordinate with the Provost’s Office, Budget Office, Enterprise Systems Group, and Institutional Research to assure the availability of reliable student data and needed student data management tools.
Required Qualifications:
A Bachelor’s degree in a relevant field and eight (8) years of progressively responsible
relevant experience, which has included at least three (3) years of managerial experience. A Master’s degree in a related field may be substituted for up to one (1) year of the required experience. Education and experience can be tailored to fit the specific organizational entity/directorial assignment.
