Job Summary:
Under the general direction of the AVP-Finance, or designee, the Director of Contracts and Purchasing provides leadership expertise, and strategic direction for the Contracts and Purchasing Services Department including: developing, implementing and monitoring institutional contracting and purchasing policies and procedures in a decentralized management and budgetary environment; coordinate goods and service requirements with university departments; prepare and negotiate contracts for goods and services on behalf of the university; and ensure compliance with university, state and federal law, policies, procedures and regulations cost-effectively. Purchasing Services is the Lead Director for the Idaho Higher Education Procurement Federation (IHEPF). IHEPF members include the Directors of Purchasing at BSU, ISU, LCSU, UI.

Breakdown of Responsibilities:
20% - Provide leadership, expertise, strategic planning, strategic direction and public relations for the Contracts and Purchasing Department
20% - Coordinate goods and service requirements with university departments
50% - Lead Director for the Idaho Higher Education Procurement Federation (IHEPF)
10% - Maintain effective Public Relations
Required Education & Experience
Bachelor’s degree in business, administration or related
A minimum of 7 years in contracts management / procurement experience.
Applying contract & procurement procedures and principles, including the “best-value” procurement methodology.
In preparing, negotiating, and administering contracts for the purchase of goods and services.
Preferred Qualifications:
Masters degree from an accredited institution in a business related field.
A minimum of 10 years of significant contract & procurement experience in higher education. Familiarization with cooperative purchasing efforts
in higher education.
Knowledge of Idaho Code as it relates to the procurement of goods and services and a familiarization with the State of Idaho Division of
Purchasing procurement requirements. Knowledge and familiarity with the concepts of spend analysis and its relationship to strategic
procurement efforts in a decentralized budgetary and management environment.
Excellent interpersonal and oral/written communication skills.
