is a Government contracting small business with operations at military and civilian installations across the United States. The company’s focus is facilities operation and maintenance, waste management and radiological services, security control and force protection, and environmental services.

North Wind's Enterprise Application Services organization develops and maintains hundreds of custom and commercial-off-the-shelf software applications at the Hanford Site in Richland, WA. This is one of the largest environmental cleanup projects in the world, focused on river protection, habitat restoration, and environmental remediation. The enterprise is in the midst of a major modernization effort towards a more agile methodology. In this phase of the transformation, the organization must maintain current software development processes while implementing new, agile processes alongside them.

JOB DESCRIPTION:
The Project Management Manager is a servant leader reporting to the Director of Enterprise Applications and is a part of a strong team working to design, develop, operate, implement, and maintain software programs, while guiding, mentoring, and leading a team of 15+ project managers working closely with the Software Engineering Managers.

RESPONSIBILITIES OF THE SENIOR MANAGER PROJECT MANAGEMENT:
  • Lead the delivery of technology and operational projects
  • Lead optimization of project management processes and principles
  • Act as the escalation point to help resolve issues, conflicts, dependencies, and critical path deliverables across the portfolio
  • Execute business process and project control improvements to enhance mission delivery
  • Collaborate closely with Engineering Managers, the EAS Director, and Project Controls to evolve the project management organization towards a higher level of maturity, competency, discipline, and Agile software development lifecycle practices.
  • Coach, mentor, guide, and drive accountability for a diverse team of project managers spanning a wide range of project types – new application development, maintenance of existing applications, implementations of commercial off-the-shelf software products.
  • Act as the first escalation point for project issues management, and interface regularly with customers alongside individual project managers in support of projects.
  • Establish or enhance data collection and reporting processes to capture key metrics of project activities.
  • Prepare and present data-driven presentations on project portfolio health using risk, financial, and customer satisfaction dimensions.
  • Recruit, hire, and onboard new project managers.
  • Monitor the performance of work to ensure it is executed accordance with scopes, cost, schedules, staffing, communications, outside vendors, contractual and client obligations.
  • Assure high standards of quality and utilize cost effective measures.

REQUIREMENTS OF THE SENIOR MANAGER, PROJECT MANAGEMENT:
  • BA/BS in Project Management, Information Technology, Computer Science or other IT related field OR equivalent years of experience
  • 7 years in a leadership position within Information Technology
  • Demonstrated experience running projects in an agile fashion

Preferred Experience, Skills and Abilities
  • Experience with Azure DevOps or other agile project management platforms
  • PMI-PMP or PMP-ACP certification, or a commitment to obtain one.
  • Business improvement training (Six Sigma, Agile, or related) certifications
  • Possess proven strong organizational skills, as well as working under tight deadlines
  • Possess a commitment to teamwork and collaboration that is grounded in your capacity for empathy
  • Passionate about clear communication and equally comfortable with written and verbal communications mediums
  • Highly self-motivated and self-directed
  • Possess vision and mindset to identify, handle, and resolve problems quickly before they become recurring issues
  • Are a lifelong learner who displays adaptability in the face of changing circumstances
  • Possess a honed sense of professionalism and analytical skill around office procedures and equipment such as telephone communications, business processes, and record-keeping
  • Possess ability to navigate problems and work independently, with some general supervision
  • You are familiar with software quality assurance and software testing principles
SPECIAL REQUIREMENTS:
  • Must pass pre-employment background check

PHYSICAL DEMANDS
This position is primarily sedentary in nature. The work involves sitting most of the time, but may involve walking or standing for brief periods of time. The work may involve exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body.
WORKING ENVIRONMENT
Work mainly in typical office environment. The noise level in the work environment is usually quiet.
