PROGRAM DESCRIPTION:

Catholic Immigration Legal Services (CILS) provides quality legal immigration assistance to low-income residents of Washington. Currently, CILS provides free citizenship/N-400 application assistance to people who are currently on public benefits or living in the city of Seattle. CILS has two office locations: Seattle and Mt. Vernon. CILS is a Department of Justice (DOJ)-recognized program that assists in assuring high quality legal representation. CILS has an immigration staff attorney and DOJ accredited representatives. The staff of a DOJ-recognized agency must have a certain level of experience in, and knowledge of, immigration law to be accredited by the DOJ to provide immigration legal services. DOJ-accreditation also ensures that caseworkers will not be engaged in the unauthorized practice of law. All other immigration and citizenship services are provided for a small fee in Seattle and Mount Vernon (Skagit, Whatcom, Island, San Juan and Snohomish counties).

POSITION DESCRIPTION:

The Immigration Caseworker works with the program leadership to provide immigration legal services to the immigrant and refugee community. The Case Manager assists clients with completing forms, maintain communication with clients, attend workshop, training, and meetings; conduct outreach, manage all aspects case files, collect and deposit service fees.

MAJOR DUTIES AND RESPONSIBILITIES:

Immigration Services and Case Management

Assess immigration needs of clients by conducting thorough intakes and determine eligibility for immigration benefits.

Assist clients with applications for immigration benefits with an emphasis on Legal Permanent Residency (I-485) and Naturalization (N-400).

Assist clients with any and all of the following services: Adjustment of Status, Consular Processing, Naturalization and Citizenship (N-400, N-600, N-648), Family Petition (I-130) Deferred Action for Childhood Arrivals (DACA renewals) Travel Document (I-131), Employment Authorization Document (I-765) and other applications (I-90, I-102, I-912 Fee waivers).

Assist clients with requesting their immigration archive records and police/court records, as necessary.

Maintain complete and accurate files for all clients on caseload, documenting assistance provided and progress of case in file and informing client of important developments in case.

Record Keeping and Reporting

Collect fees for services.

Maintain e-Immigration (case management) data entry and progress notes for caseload.

Assist Program Manager with reporting and data collection

Outreach/Networking

Conduct ongoing outreach in local immigrant community

Translate immigration materials as needed

Disseminate information and coordinate with community groups/ Seattle team in conducting workshops and informational sessions.

Interpretation/Translation

Interpret for clients in the office during consultations, completing immigration paper work and on the phone

Training

Participate in citizenship, and legal issues trainings, including webinars to maintain skills and accreditation

Attend conferences and community meetings as appropriate.

Answer phone, maintain phone log and respond to phone calls in a timely manner.

Other duties as assigned.

MINIMUM QUALIFICATIONS:

Must possess a combination of education, experience, knowledge, skills, and abilities sufficient to perform the responsibilities of the position.

Bachelors Degree in social services or related field; relevant experience might substitute for education.

Fluency in English and Spanish (Written and Verbal Fluency)

Must be DOJ Accredited or to be obtained.

Strong desire to work with refugees and immigrants.

1+ years experience in legal immigration services.

Proficient in MS Office Suite and Internet Explorer.

Excellent written and oral communication skills

Proven ability to work independently, complete work goals, meet deadlines, and problem solve while maintaining high ethical standards.

Positive customer service/interpersonal skills and ability to develop working relationships with a variety of local community-based organizations that works with refugee and immigrants.

Ability to understand and explain legal processing requirements and to determine client eligibility for benefit sought.

Sensitivity to immigrant/client issues, including cultural and religious differences and trauma they may have experienced.

Ability to work within the mission, goals and objectives of Catholic Community Services of Western Washington.

PREFERRED QUALIFICATIONS:

Advocacy experience in legal immigration

Paralegal certificate
