SALARY RANGE

The advertised hiring range for Business Advisor is $118,400 - $148,000, with a maximum opportunity of up to $177,600 with tenure and strong performance.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Business Advisor

Overview

This position is primarily responsible for managing activities related to planning, establishing, and controlling the organization's annual, capital, and strategic budgets and business plans, as well as related systems and procedures. Provides counsel and guidance to Chief Officer, Managing Director, and/or Director level staff in matters of business planning, risk management, financial policy and process, performance measurement, and managerial oversight. Leads cross functional teams. Leads group strategic planning efforts and plans, develops, and implements operational plans in accordance with strategic plans. Performs research and provides financial or business-related analysis, as needed.

Responsibilities

- Operations Management: Under general supervision, carries out broad and complex assignments requiring comprehensive financial and organizational knowledge in order to interpret and apply policies, as well as develop recommendations for change. Analyzes and reports on operations methods, processes, equipment and facilities in light of current operational needs and future objectives. Acts in a consulting capacity in evaluating current and proposed, policies, systems and procedures. Develops business cases, plans & proposals. Negotiates and reviews contracts. Provides operational direction to managers. Recommends changes when necessary and assists in implementation of new processes. Leads cross functional teams to develop business policies and performance measures.

-Budget Process Management: Schedules, organizes and implements the annual budget planning process. Directs department heads in the preparation of department budgets in accordance with strategic plans. Facilitates prioritization exercises. Prepares summaries and submits budget plan to executive management for approval. Presents budget recommendations to top management.

-Long Range & Strategic Planning: Leads the development of long range and strategic business plans, capital plans and financial plans, under the direction of the Business Manager. Analyzes alternatives and develops contingency plans.

-Ongoing Financial Management: Monitors actual expenditures and revenue against budget; evaluates variances; revises original budget, as needed. Assists department heads in monitoring of department budgets. Provides group financial management training, as needed. Conducts financial analyses and research. Prepares forecasts and analyzes trends in finance and general business conditions. Provides counsel to management regarding financial management issues.

Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

-As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

-Bachelor's Degree (B.S., B.A.) in Finance, Accounting, Economics, or Business from a four-year college or university; or equivalent combination of education and experience is required.

-Master’s Degree in a related area of study, CPA or CFA designation is preferred.

Experience

-7+ years of progressively responsible experience in business management, accounting, finance, business operations, or closely related experience required.

-5+ years of experience working in the utility industry preferred.
