Description

Salary Range - $5,280.95 - $7,076.99 Monthly DOE

Chelan County District Court is seeking a dynamic, experienced, and innovative professional to lead its adult misdemeanant probation department. The ideal candidate possesses the experience, education, and skills necessary to deal with complex legal and human issues and also possesses the competence to make decisions and use discretionary judgment. The Probation Director is responsible for the daily management of the Probation Department, including training, supervision, and evaluation of staff; budget preparation and management; oversight of community agencies providing offender-related services (e.g. alcohol/drug, domestic violence, sexual deviancy, and mental illness); and preparation of legal documents, forms, and reports. The Probation Director must develop and update the department’s programs, policies and procedures to ensure compliance with federal, state, and local laws and reporting requirements.

This position is appointed by and under the authority of the Chelan County District Court Judges. The Director interacts with executive leadership, agency management, judicial officers, the court administrator and staff, and representatives of local government. The Director may also carry a caseload of offenders referred to the probation department for supervision.

Qualification

Bachelor's Degree in Public or Business Administration, Criminal Justice, Behavioral or Social Sciences, or closely related field.

At least (5) years of experience in probation services or a closely related field.

At least (2) of related supervisory and/or management experience.

Understanding and ability to perform bookkeeping/financial operations including: accounting, budgeting, internal controls, and payroll.

Successful completion of Washington State Criminal Justice Training Commission Adult Services Probation Academy (within 6 months of employment).

Equivalent combination of experience, training, supervision and/or education that demonstrates possession of the required knowledge and skills may be considered.

Must be able to pass a criminal background investigation.

Knowledge, Skills and Abilities:

Professional knowledge of policies, procedures, and laws pertaining to the operation of a District Court Probation Department. Thorough knowledge of principles of probation and Washington State criminal justice system procedures and administration.

Ability to identify needs and develop long-range plans to maximize the department’s ability to provide services designed to assist the court in the management of criminal justice.

Ability to exercise judgment and make timely, sound, strategic decisions and recommendations consistent with organizational objectives. Ability to think critically in decision-making and problem solving situations.

Well-developed skills and knowledge in the areas of supervision/management, including planning, organizing and directing work, hiring, training, performance managing, disciplining, mentoring, counseling, motivation, and recognition.

Effective oral and written communication skills; ability to clearly express ideas and recommendations orally and in writing; a strong knowledge of grammar and language composition; ability to draft well-written reports and correspondence, and to deliver presentations to a wide-range of audiences.

A broad base of knowledge and extensive experience with software and personal computer applications, basic office equipment, mathematical calculations and accounting/budget procedures and methods. Ability to collect, compile, organize, analyze and interpret financial reports and legal documents.

Ability to establish and maintain effective interpersonal relationships with county and other officials at all organization levels and with the public and assigned staff. Ability to exchange or convey information and to negotiate/resolve problems effectively.

Duties and Responsibilities

Develop and implement a wide variety of probation and program services, utilizing evidence-based practices in accord with federal, state and local requirements.

Develop and implement departmental policies and procedures consistent with the goals and objectives of the department. Ensure department policies and procedures comply with federal, state and local laws, rules and reporting requirements.

Review, monitor and analyze legislation, court rules, procedures and forms to determine effect on probation department. Formulate and propose program recommendations to the judges.

Recruit, hire and train probation officers and support staff. Manage, coordinate and assign the work of probation officers and support staff. Conduct performance reviews.

Ensure compliance with FBI/ACCESS certification requirements and comply with WSP audit processes, recommendations and rules.

Process all accounts payable, accounts receivable and payroll in accounting system as needed. Research, review and resolve discrepancies as needed for accounting line items, bars codes and distribution of monies in accordance with state and county accounting procedures.

Supervise collection and distribution of probation fees and restitution payments. Reconcile all bank and financial accounts.

Ensure compliance with the Secretary of State document retention procedures.

Prepare annual budget recommendation for judicial approval and presentation to the Board of County Commissioners. Approve expenditures and ensure compliance with the approved budget.

Process public records requests in compliance with GR 31.1 and RCW 42.56.152.
