Overview
This position supervises the operation and maintenance of District parks and lands including, critical infrastructure with landscaping and/or irrigation, utilities, roads, buildings and marine facilities owned by the Chelan PUD. The Parks Superintendent is responsible for interviewing, hiring, evaluating, counseling, disciplining and terminating staff as required. This position provides personnel management, succession planning, professional development, guidance for training, safety, and technical issues associated with the Parks Department field staff, while maintaining a consistent interpretation and compliance of the collective bargaining agreement. This position monitors an annual budget to assure efficient operation and maintenance of the parks, to provide a safe and secure environment for park users, and to protect the benefit this investment provides to the public and the District.
Responsibilities
Manage parks and lands staff including but not limited to supervising, directing, interviewing, hiring, evaluating, promoting, and terminating of staff as required. Plan, schedule and coordinate efforts with staff to address a wide range of tasks as required from internal and external customer requests. Provide guidance and direction for all employees as to department policies and department expectations. Ensure employees are customer service oriented and coach and counsel as necessary. Oversee and mange campgrounds, aquatic and marine facilities. Ensure compliance with lease and operating and temporary construction agreements.
Develop, assign, and evaluate the effectiveness of maintenance programs and their related activities. Oversee the inspections and maintenance associated with the hazard tree program, playground inspections and compliance. This includes inspecting work to determine if it is performed according to schedule and quality control standards. Work with staff and the public to ensure accommodations are made for special events, ballfield events, shelter reservations and fire camps. Oversee and create contracts, insurance requirements and external and internal communications of park operations.
Coordinate athletic uses of the park facilities including related programs and special events for District operated parks. Create and implement the processes associated with scheduling all park uses. Ensure compliance with and consistently implement all park policies and procedures. Assist the Park Manager in creation of any new policies and procedures and provide feedback on the effectiveness of the existing policies and procedures.
Schedule and implement effective training for staff to address: 1) efficient horticultural techniques, 2) skilled and safe operation of power and motorized equipment, 3) advancement in areas of professional growth and 4) compliance to current safety standards established by code, law, or District Policy. Oversee the monthly safety meetings at the four park work locations. Ensure that all Park staff have received training and are using the proper safety apparel and equipment for the specific task assigned. Arrange for training as needed. Oversee service requests, accident/ incident reports, participate in PTP's and the resolution process of safety concerns.
Monitor an annual operating and maintenance budget. Identify labor needs and provide oversight and administration of maintenance management programs developed for each of the work sites park staff is assigned responsibility for. Track and monitor monthly park expenditures to insure adherence to approved budget. Provide, when requested, reports to internal clients on project expenditures and progress.
Assist in the development of an annual major maintenance budget by conducting regular park facility inspections and documenting findings. Identify capital and major maintenance projects, participate in project review and project execution.
Schedule and maintain a fleet of 50 plus trucks, trailers, landscape, and specialty equipment used on the parks. Work with Fleet department management to evaluate maintenance frequencies and life expectancies of equipment. Explore new equipment options and continue to look for equipment and environmental efficiencies.
As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education
Equivalent experience (year for year) may substitute for required education.
Bachelor's Degree in Parks and Recreation Management, or closely related field from four-year college or university required.
Experience
5+ years park operations and maintenance experience or a related field combined with supervisory/leadership experience required.
Experience hiring, evaluating and disciplining employees in a unionized environment preferred.
Experience managing campgrounds, sports complexes, arboretums, and/or a similar recreation facility preferred.

Working knowledge of all aspects of the construction trades
Working knowledge of turf and horticultural techniques
Knowledge of Water Distribution Management, Wastewater treatment, Cross Connection Control, OSHA and WISHA Codes, Pesticide Applicator requirements and building codes
Knowledge of the principles and processes for providing customer service
Knowledge of personnel and human resources practices involved in recruiting, selecting, and training employees
Knowledge of collective bargaining agreements
Strong communication and interpersonal skills are required given the accent of supervision, employee training/development, and internal/external customer interaction
