Overview
The Water & Wastewater Superintendent is responsible for planning and scheduling daily operation, maintenance, construction and customer work for water and wastewater (W/WW) systems owned and/or managed by the District. Primary duties include providing day-to-day decision making, direction, and full supervision of water and wastewater personnel; responding to and resolving technical customer requests; procurement and maintenance of W/WW facilities, fleet, tools and equipment; coordinates operational support for other operational departments at the District (Line Operations, Hydro's, Hatcheries, Parks, etc.), and coordinates any required W/WW support during District related emergencies.
Responsibilities
Manage the operations and maintenance of District-owned and/or managed water and wastewater systems. Direct and prioritize the planning and scheduling of work and effectively structure crew size, materials, tools and equipment to optimize productivity and efficiency. Assist the Water & Wastewater Manager in developing and managing the annual department budget.
Lead the W/WW team in compliance with District policies, the Collective Bargaining Agreement, and state and federal safety regulations. Manage personnel matters by resolving issues, conducting performance evaluations, and fostering regular communication to share information and address questions or concerns. Perform safety site visits, ensure compliance with safety standards, and review and approve time slips and p-card reconciliations for accuracy and completeness.
Collaborate with the W/WW Manager and Customer Utilities Asset Management to develop and maintain asset information, job plans and annual work plans. Manage the W/WW Work Plan using the District's computerized maintenance management system.
Assist in preparing and reviewing of design documents and specifications for contractor performed work. Represent the District in construction meetings and site visits. Clearly communicate District construction and installation requirements. Manage effective interaction between contractor and District work. Procure and manage the services of specialty contractors for minor capital and O&M activities.
Coordinate with Fleet Services to specify, procure, modify, repair and maintain vehicles and equipment. Review and approve tools purchases, replacements and repairs. Coordinate with Warehouse to review and update material inventory requirements. Collaborate with other District departments to share resources for routine and emergency projects.
Respond to customer inquiries, complaints, and service concerns regarding service regulations and policies, timing and crew performance and keeping them informed of project status. Manage customer job information and damage claim work orders in coordination with Risk Management.
Ensure work in right-of-way complies with franchise requirements.
Operate office equipment and computers to enter time, approve time, develop work orders, track e-mails, schedule meetings, perform general record and file keeping, write reports and prepare general correspondence or similar. Serve on committees as needed.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education
Equivalent experience (year for year) may substitute for required education.
Journeyman Certification or associate's degree (A.A., A.S.) or closely related field from a two-year college or technical school is required. required.
Experience
5+ years' Experience in water systems operations, maintenance and construction required.
Wastewater systems operations experience preferred.
2+ years of successful supervisory or leadership experience preferred.
Licenses and Certifications
Valid Driver's License at hire and WA Driver's License within 30 days of hire required.
CPR – Cardiac Pulmonary Resuscitation with Valid First Aid Card within 60 days required.
Flagger Certification within 60 days required.
Certification from the WA State Department of Health as a Water Distribution Manager 2(WDM-2) within 120 days required.
