Hiring Range: $30.70 - $32.58 per hour (AFSCME-87 Pay Plan, C41 Step 1-4 DOQ)

There is one temporary budgeted Program Coordinator II (Certified Court Interpreter) opening with the Yakima County District Court Department. The responsibilities of this position include participating in and providing assistance to the District Court Manager in the overall management of interpretation services and related programs at multiple locations. This position is responsible for assigning interpreters, verifying invoices and initiating payment processes, contract management, recruiting new interpreters and training of interpreters (contract and/or staff) and court staff on issues related to interpretation services as well as performing interpretation and translation services.

Note: This is an AFSCME -87 Master Courthouse Union Position.

Essential Duties:

Makes recommendations and participates in the design, development and implementation of policies, procedures and guidelines to provide interpreting services and trend analysis of language needs of the Court. Researches technological advancements in interpretive services and determines applicability. Monitors/reviews legislation, guidelines and standards for changes related to interpretive services and makes recommendations for programmatic changes.

Analyze and resolve problems regarding interpreter guidelines, ethics, standards, protocol and methodology. Orient and train new interpreters (staff and contract) and court staff related to interpretive services. Reviews the Language Access Plan for recommendations for revision and develops training for staff related to the plan as well as producing materials for the community about the language services available. Participate in the recruitment, selection and training of staff and contract interpreters. Prioritizes, assigns and monitors work; and provides input on performance to Court Manager. Participates as an integral member of the court team, working to ensure coverage is available for interpretive services between two different court locations.

Provide complex simultaneous and consecutive interpretation, sight and written translation in Spanish for defendants, witnesses, litigants, probationers and others. Make instantaneous decisions regarding register, vocabulary, syntax and circumstances in interpreting from one language to the other. Maintain message content, context and style. Analyze and resolve complex linguistic problems. Plan, direct and implement program translation projects. Create intra-lineal written translation of standard court forms and provide written translations of letters and official documents submitted into evidence or for use by the Court. Review and evaluate translations for accuracy.

Identifies the most efficient and cost-effective use of interpreter resources to meet the needs of the Court and Probation Services. Resolves availability and quality of service problems; and analyzes or assesses service needs. Prepares, negotiates and tracks contracts, monitors and authorizes expenditures and prepares billing reports. Researches funding sources, writes proposals and administers grants/funds.

Other duties required.

Education and Experience:

Bachelor's degree in Business Administration, Translating and Interpreting or Foreign Language AND a minimum of 3 years’ experience as a court certified interpreter; OR an equivalent combination of experience or training which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:

Valid WA State Driver’s License and proof of insurance, if requested.

Washington State Certification as a Certified Court Interpreter and current status on the state roster for court certified interpreters

Employment offers are contingent upon successful completion of a criminal background investigation and general employment verification.

Preferred:

Computer experience in Microsoft Office products, specifically Word, Excel and Outlook.

Experience in the legal field and working knowledge of the court system.

Experience developing budgets, creating reports, analyzing statistical information and trends.

Equipment Used: Computer, telephone, scanner, copy and fax machines, adding machine, cell phone, tablets and other general office equipment, passenger vehicle.

Working Conditions: This position is rated as Sedentary Work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Position requires long periods of sitting in court while in a trial; position also requires individual to move to different locations throughout the day when not in a trial; must be able to hear testimony within a courtroom setting; must be able to use transmitter and receiver equipment provided by the Court for simultaneous interpretation, required to have exceptional concentration skills and be able to deliver interpreting services in a busy, fast-paced environment. This position is required to interpret in District and Grandview Court as needed.
