JMT's Facilities-CM team is seeking a Construction Management Representative (CMR) to be responsible for managing the rehabilitation of a federal building project. The Work is described below:


This Construction project will rehabilitate the Moose administrative office roof. The Moose administrative office building houses the Grand Teton National Park administrative maintenance offices, fire station, dispatch, and emergency response. The original building was constructed in 1980 as a maintenance facility. In 1988 a fire station was added on to the north end of the building. In 1999 a second story and new roof were constructed. In 2010 dormers (Phase I) were added to the south end of the office building. In 2012 (Phase II) dormers were added to the north end of the building. During Phase II construction, the completed Phase I roof began to leak in the spring thaw of 2012. Since then, various studies and corrective projects have been completed to determine the cause of the roof leaks. This has ultimately resulted in the completion of Construction Documents for the phased Design-Bid-Build Construction Project to rehabilitate the Moose administrative office building roof.

The demolition scope of this project consists of demolition of the existing roofing, roofing underlayments, insulation and sheathing down to the existing metal roof deck. Demolition also includes removal of existing snow fences, removal of existing lightning protection system, removal of seismic joint covering, roof ridge vents, and flashings surrounding mechanical vent stacks and vents at the roof, removal of the existing windows located at the roof shed dormers and ridgeline clearstory light monitors. Any water damaged areas, including interior spaces and materials, shall be replaced and repaired as outlined in field reports and/or as discovered during the work. Any mold mitigation or other hazardous materials that may exist, shall be addressed during this work period as per the mitigation reports and investigations. The existing attic space, over the center third of the building, shall include scope of work for Fire Sprinkler installation and providing an ignition barrier over the existing spray foam in the space.


New construction scope of work consists of constructing new Super-Insulated Roof Assembly (new roof sheathing, air-vapor barrier, rigid insulation, nail-base with plywood facer, plywood sheathing, double layers of self-adhered roofing underlayment, and new roof covering). New construction also consists of installing new metal and flexible flashing/waterproofing around roof dormers, vents, mechanical vent/air exhaust chimney’s, to ensure an air and watertight envelope. New construction of roof dormer walls to raise windowsills, replace with new windows at roof dormers and ridgeline clearstory light monitors. New construction also includes installing new snow fences, anchored to steel structure; installing a new lightning protection system; structural steel reinforcing at the underside of some building eaves; wrapping the exterior building eave and rake edges with sheathing, continuous air-vapor barrier, new continuous rigid insulation, and new metal siding and flashing materials to enclose the existing open structure eaves. New work and repair work also includes adding and filling insulation at the top of exterior perimeter walls and continuing the sealing of the interior vapor barrier at wall to ceiling junctions. Exterior wall work will also include removal and reinstalling wall metal siding at the top of walls Limited interior patching, sealing, and repairing of walls and ceilings are also included. Installing new building seismic joint covering and associated waterproofing. Some existing roof accessories may also need to be replaced with new accessories.


The construction project location is: 200 Albright Loop (103 Headquarters Loop) Grand Teton National Park, Moose, WY.


This project shall require a work week of 6 days per week, 10 hours per day and work beginning on or about July 1, 2021 through November 30, 2021. There will be a winter break from early December 2021 to approximately March/April 2022. The second phase will begin on or about March 1, 2022 and complete December 31, 2022. The successful CMR candidate shall be knowledgeable in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technical writing. CMR shall also be computer literate and able to open and manipulate Oracle Primavera Project and Microsoft (MS) Project, Word and Excel.


Essential Functions and Responsibilities

  • Maintain excellent relationships with clients, facility occupants, architects/engineers, and contractors
  • Manage project schedule from inception to close out
  • Lead project job-site meetings
  • Review contractor work in place to ensure compliance with plans and specifications
  • Review and approve of contractor monthly requisitions and invoices
  • Efficient change order management and cost control
  • Report on project issues and providing status updates
  • Perform other duties as may be required

Required Skills

  • Strong verbal and written communication skills
  • Effective leadership for managing field staff and mentoring field staff
  • Ability to take charge and effectively manage contractors to meet project schedule
  • Knowledge of OSHA safety regulations with 30HR OSHA Safety card
  • The ability to work well with others, and willingness to learn in a team environment
  • Strong computer skills, experience w/ MS Windows Office, Primavera P6, etc.
  • Minimum of ten years of construction experience serving as a Construction Manager, Construction Management Representative, Owner’s Representative or Construction Superintendent
  • Experience with exterior rehab work including windows, doors, dormers, siding, roofing, etc.
  • Knowledge and experience working with federal Government Project Managers/CORs on project costs and budgets, processing change requests, requests for information, submittals, and field observation reports
  • Experience using SharePoint or related Government construction management software (Procore, ePM, ProjNet, etc.) to communicate construction progress and process documentation
  • Experience using MS Excel or related cost estimating software to develop Independent Cost Estimates for change order negotiations and ability to evaluate contractor provided construction CPM schedules, including logic and sequencing
  • Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements


Required Experience

  • Bachelor’s Degree in Engineering, Architectural or Construction Management
  • Engineering in Training (EIT), Registered Profession Engineer (PE) or Certified Construction Manager (CCM)
  • Experience on federal government construction projects
  • Familiarity with federal policies and procedures
  • Experience with rehab work on National Historic Landmark structures

Working Conditions

Work is performed in both an office and field (construction) environment. Office to field time is approximately 25% to 75% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required. Travel required.
