System Engineer III

OverviewUnder minimal direction, the System Engineer III is a technical leader responsible for facilitating and performing effective definition, analysis, technical planning, design, development, testing, system integration, verification, and validation, cost and risk analysis, and implementing the Information Technology application and computer solutions that meets NASCO and the Plan business needs. The System Engineer III is accountable for delivery of complex technical solutions in support of NASCO wide (or Plan Enterprise) implementation of product capabilities related to data management and/ or claim processing subsystems. The role requires in-depth knowledge of health insurance, the NASCO NPS system, and coding languages applicable to NASCO. The System Engineer III is a noted system matter expert in a particular aspect of the NASCO NPS system and mentors lesser skilled System Engineers. The System Engineer III communicates with Managers and Customers regarding status of assigned projects and customer requests.Responsibilities

Serves in Technical Leader role as needed and assigned

Works with Plan customers to interpret and clarify business requirements and test plans, and implements system enhancements and fixes to maximize NPS utilization and performance. Includes the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, cost constraint, hardware, and software specifications

Explores system capabilities to support specific business needs. Determines the economic and operational feasibility of using system solutions to satisfy information needs and presents proposals for system enhancements, improvement and/or replacement of existing systems.

Performs Estimates and Designs on complex CSRs (>1500 hours). Responsible for creating and maintaining technical deliverables such as Technical Design Documents and Technical Design Reviews and reviewing /approving ones created by others

Communicates to management opportunities for improving NASCO and customer performance

Develops and leverages reusable solutions that reduce cycle times and speed to market.

Provides coaching and mentoring for less experienced System Engineers

Builds relationships with internal and external customers and peers

Applies sound judgment, discretion and analysis in coordinating, developing and designing computerized information systems solutions for business problems to meet expanding or changing business requirements

Works with Managers, Project Managers, and Schedulers to assist with assigning the estimate, design, and construction work.

Codes changes in accordance with the Technical Design Documentation and coding standards

Facilitates peer reviews and walkthroughs of system enhancements

Reviews products, applications, documents and systems to ensure they are in compliance with established quality standards and meet requirements

Validates the quality of deliverables produced by members in the team

Verifies application code as defined by high-level requirements and coding standards by utilizing development techniques

Develops Test Plans and testing output against requirements to ensure the program functions as specified by the customer

Develops, reviews, and approves promotion implementation plans ensuring the plan is enacted and documented. Assists Project Manager in planning and developing all documents necessary for the implementation

Promotes code into appropriate systems while validating and monitoring the output to ensure the code works per requirements

Identifies and recommends scope and direction changes due to multiple reasons such as errors, solution improvement, etc to better meet customer needs

Leads technical support of both Model Office and Production environments, including monitoring / balancing of inventory and system issues, plus research and resolution of Model Office and Production issues so claims can be paid accurately and timely

Provides support to NASCO and the Plans to implement process improvements that enhance efficiencies and productivity

Generates ad hoc reports for the Plan customers to support research and analysis, recovery efforts, and post-implementation check out of system enhancements

Manages CSR workload by reviewing assigned CSRs to improve timely delivery and to, prevent aging

Performs other duties as assigned by manager or team lead

QualificationsRequired Knowledge, Skills, Abilities and Experience:

Minimum of 8 years analyzing requirements and coding computer applications

Minimum of 8 years analyzing and coding healthcare insurance computer applications. NASCO experience is highly preferred

Minimum of 8 years of programming experience in either mainframe or mid-tier applications. NASCO experience is highly preferred

Minimum 8 years of customer facing experience.

Minimum 8 years of experience working independently and remotely with the majority of interaction with others being over the phone. (required if person is remote)

Minimum 8 years of proven experience in developing and implementing software testing strategies.

Minimum 8 years of proven experience working with customers and end users

Minimum 8 years of proven experience leading, supervising, and mentoring System Engineers

Minimum 8 years of proven experience serving as a Technical Leader on Large size Projects (5000+ hours)

Minimum 10 years of proven experience serving as a Technical Leader on Small to Medium size Projects (500 to 5000 hours)

Minimum 8 years of proven experience leading, supervising, and mentoring System Engineers.

In-Depth knowledge of the Health Care industry

Extensive working knowledge of and capabilities in use of mainframe applications programming and file utilities

Demonstrates proficiency in multiple functional areas, and the information technology associated with those areas

Extensive working knowledge of NASCO software development standards, coding standards, and best practices

System Matter Expert (SME) in one of more NASCO NPS system areas.

Extensive working knowledge of business software applications (Word, Excel, PowerPoint)

Proven proficient knowledge in designing and developing software within the framework of Software Development Life Cycle

Extensive working knowledge of the NPS or similar base platform (NPS/TPS)

Extensive working knowledge of claim or membership data and applications

Proven proficient knowledge and extensive experience in application design in a high-volume, high-availability environment

In-Depth knowledge of and experience in all phases of system development life cycles

Proven proficient knowledge of implementation on a multi-platform architecture

Proven proficient aptitude to communicate effectively when dealing with internal and external customers and suppliers both in writing and verbally

Demonstrated very strong conceptual, analytical, and problem solving skills

Demonstrated excellent time management skills in supporting a variety of projects in addition to an understanding of the ways in which information technology can be applied within the enterprise

Proficient in all phases of system development life cycles and knowledgeable of disciplined project management methodologies

Proficient interpersonal skills, including teamwork, facilitation, negotiation and leadership skills

Proven skill to protect technical principals while offering pragmatic solutions

Proven planning and organizational skills

Proven proficient ability to read application code and develop macros

Proven ability to flexibility to deal with people at a variety of levels, internally and externally successfully.

Proven proficient ability to provide guidance to customer and peers on complex system enhancements

Proven ability to provide sound and financially responsible estimates and designs for system enhancements. This includes A&D Design, Feasibility, Construction, Ballpark, ROM, and Scope Change estimates.

Proven proficient ability to maintain awareness of state-of-the-art development tools, programming techniques, problem solving techniques and computing equipment

Proven ability to assess and determine impacts of changes to the system

Proven outstanding ability to prioritize work across multiple projects at the same time.

Proven outstanding ability to be the technical leader and role model for the technical team

Proven outstanding ability to manage/lead a large matrix technical team to coordinate tasks, keep them focused, address any concerns and ensure that the project is successful

Ability to assess and determine impacts of changes to the NASCO NPS system

Proven outstanding ability to quickly comprehend the functions and capabilities of new technologies

Required Training and Education:

Bachelor’s degree with a computer science, engineering, business or mechanical engineering major or related field, or equivalent experience

Desired Training and Education:

Certification in a relevant software discipline
