Summary

Oversees daily operation of the Design Review Committee (DRC) office including the following:

Scheduling of building inspections

Reviewing building applications

Calling for Blue Stake where needed

Performing inspections as needed

Knowledge of HTCA CCR&S, Design Guidelines, Rules and Regulations

Maintain a file system to track 120-day completion dates

Maintain a close liaison with the City of Surprise Building personnel including Plan checkers, inspectors, and city planners.

Maintain a close liaison with the City of Surprise Fire Department

Assist with special projects as assigned by Community Manager

Insure enforcement of all governing documents

Essential duties and responsibilities include the following. Other duties may be assigned.

Be prepared to spend the time necessary to fulfill the duties of a DRC Member. Allow for 8 hours per day, 5 days per week.

Become thoroughly familiar with all the DGL provisions. This should be accomplished through self-study and tutoring sessions with other DRC Members, both active and former.

Address complaints and resolving problems.

Assist resident owners

Explain what information is necessary on drawings to be submitted with an improvement application in order for the DRC to review that application

If necessary, assist with the drawing preparation.

If requested, meet with an owner at his/her lot to hear his ideas of lot improvement and advise him as to conformance with the DGL provisions.

Be available to the contractors performing lot improvement projects lot answers their questions and comments as to the availability of the DGL to that project.

Maintain a suspense file system of approved lot improvement applications and conduct inspection at the required 120 day completion date if the owner has not yet requested inspection.

Make one (1) copy of the report. Deliver the original to the owner; attach the copy to the Inspection copy of the approval form and place in the Inspection Suspense Follow-up file.

On the appropriate date, follow up to insure the project was appropriately completed.

Evaluate owners and contractors request for changes to the DGL as to its effect on the community as a whole.

Determine lot corners for owners and/or contractors in a timely manner. A survey is required to be accurate.

Continually observe lots for DGL violations. When a violation is observed, immediately prepare a “Notice of Violation” for typing. Deliver or mail to the lot owner to have the violation corrected.

Observe owner practices that if practiced throughout the Resort would be a degrading effect on our quality of life style and prepare a change to the DGL prohibiting that practice. This establishes authority to notify the owner to discontinue this practice or how to properly accomplish his goal. Example: Several owners used plywood, cardboard, masonite and other inappropriate material as wheel covers to block the sun. Hence that prohibition in the DGL and a statement as to what is permitted for this purpose.

Represent the DRC at the Board of Director Meeting when an owner presents an appeal of a DRC decision concerning a disapproval of a lot improvement application.

High School diploma

Language Skills

Proficient in English

Spanish preferred

Licenses and Registrations

Valid Arizona Driver’s License

Physical Demands

The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.

Must be able to lift 25 lbs.

Must be able to sit or stand for extended periods of time.

Must be able to walk around all areas of the property.

This could include lengthy walks and walk/standing on uneven surfaces during various types of weather conditions if required.

Work Environment

The work environment characteristics are normal office conditions.

Full-time position; hours over and above normal office hours can occur.
