DescriptionThe Human Resources Specialist is responsible for performing a wide variety of specialized administrative duties in human resources and provides professional staff assistance in all functional areas of Human Resources and Risk Management.Examples of Essential FunctionsEssential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:Provides and performs extensive, skilled, and professional administrative coordination and support for the Human Resources Division.

Performs a wide range of technical and analytical duties in Human Resources and Risk Management within the City; participates in risk management, benefits administration, and recruitment and selection.

Develops and implements recruitment plans; develops recruitment schedules; develops related literature and advertising, participates in applicant screening, test administration and the conduct of oral boards; administers bilingual testing.

Explains City employment policies and procedures; provides new employee orientation; explains employment benefits; coordinates enrollment in insurance plans; assists employees in the resolution of claim disputes with the insurance carrier; notifies eligible personnel of COBRA benefits.

Processes workers compensation and claims filed against the city; ensures that appropriate forms are completed and procedure are followed; provides liaison to other City staff, claims adjustors and investigators; and insurance agents in the disposition of claims; maintains related files and documentation.

Processes, updates, maintains, and keeps accurate records covering all areas of Human Resources and Risk Management; ensures cohesion and transparency between all records; maintains personnel files, updates, promotions, salary changes, and background information; prepares verification of employment documents.

Understands, analyzes, and administers the benefits program for all City staff; ensures the professional administration of benefits and adjoining programs for all eligible employees and retirees; answers inquiries regarding workers compensation and claims; maintains compliance and ensures the adherence to laws, regulations, and governing bodies.

Demonstrates a strong understanding of Federal, State, and Local laws and regulations governing Human Resources and Risk Management.

Processes Personnel Action Forms; tracks employee leaves of absence, claims, disability, and worker's compensation.

Performs other duties as assigned.

RequirementsMinimum & Desirable QualificationsKnowledge and Skill Levels:Considerable knowledge of the principles and practices of personnel, including recruitments, labor relations, benefits administration; federal and state laws, rules, and regulations relating to employment practices and benefits administration; principles of research, record keeping, and report preparation; general office procedures. Working knowledge of the principles and practices of risk management, workers compensation. Claims processing.Knowledge of: Methods and techniques for analyzing and evaluating facts, information, and issues. City organization, department functions, services, policies, practices, and procedures. Principles and practices of Human Resources and Risk Management. Rules and regulations pertaining to Human Resources, Worker's Compensation, COBRA, and Benefits. Business office organization principles and practices.Skill in: Organizing work and setting priorities to meet deadlines Using tact, discretion, initiative, and independent judgement within established guidelines. Researching, compiling, and summarizing a variety of informational and statistical data. Applying logical thinking to solve problems and accomplish tasks. Understanding and interpreting complex policies, protocols, and procedures. Analyzing problems and recommending effective solutions. Writing, compiling, and presenting accurate reports and information. Planning, organizing, assigning, directing, and evaluating the work of assigned staff. Operating a computer, using editing software, and using the City website Managing Human Resources tasks and communicating effectively. Maintaining confidential records and files. Establishing and maintaining cooperative working relationships. Effective communication, both verbal and written.Education and Experience:Bachelor's Degree in Public Administration, Business Administration, or related field.Five years of progressively responsible experience in administration, Human Resources; OR an equivalent combination of education, training, and experience.Other Important InformationLicenses or Certifications:A valid state driver's license is required.Physical Requirements:Work is done in a standard office environment with several hours spent sitting and using a computer terminal.
