The Superintendent is responsible for operating and maintaining water irrigation that supplies water to approximately 7,000 acres of combined agriculture (rice) and habitat land. The Superintendent is responsible for reporting to the Board of Directors. The position is responsible for all business consistent with the Company by-laws and procedures. The position requires an ability to work independently within a set of wide-ranging and often changeable tasks.

DESIRED QUALIFICATIONS:

Undergraduate degree in Resource management, Natural or Applied Science, Business Administration, or equivalent education and experience.

Highly developed experience and knowledge in managing a mutual company and/or irrigation district.

Five years of experience is desired in the same or a related field.

Highly developed and demonstrated supervisory management skills for directing individuals and group interaction.

Ability to interpret and make decisions in accordance with laws, regulations, policies and procedures in the areas of local, state and federal agencies.

Excellent verbal and written communication skills. Ability to develop effective and comprehensive reports, correspondence and presentations.

Ability to use office and field equipment.

Knowledge of general accounting and budget practices to ensure Company standards and policies are met.

Ability to communicate and interact effectively with Board Members, Employees, Shareholders, and the general public; some with differing interests. Maintain an effective, pleasant, working relationship and environment with same people.

The ability to work in evenings, weekends and overnight if needed.

Ability to lift up to 50 pounds.

Working in an environment subject to a variety of conditions including but not limited to wet, extreme heat and cold, herbicides and pesticides, dust, pollens, etc.

Ability to operate large pieces of equipment (i.e.: tractors, backhoes, trucks, etc.).

Ability to pass an annual physical exam.

Valid Class C, CA State driver’s license and proof of insurance.

Applicable licenses, permits and certificates as needed.

DUTIES:

1. Participate in the coordination of monthly Board meetings by ensuring the preparation of an agenda and Board packet. Attend monthly Board meetings and Annual Stockholder meetings. Between monthly Board meetings, keep the Board informed on the status of affairs.

2. Participate in all aspects of office operations; maintain records. This includes business and personnel files, insurance, updating financial policies, updating personnel policies, records, routine reports, office space or capital equipment needs, updates to the Board, and any other administrative activities pertaining to the operations.

3. Administer and supervise all aspects of field operations; maintain records. This includes developing and establishing routine needs and maintenance of equipment, facilities, common areas, roads, weed control and any other field related operations.

4. Plan, coordinate and ensure the distribution of water to properties. Perform irrigation operations for properties, including reports.

5. Prepare, in coordination with the Treasurer; the annual budgets, timely revenue and expense reporting, financial forecasts, audits, or any other information required to keep the Board advised of the financial conditions. Supervise any outside services as required.

6. Manage contractors and consultants ensuring Company standards, policies, and by-laws are met.

7. Ensure that statutes and government rules and regulations pertaining to or affecting operations are followed. Coordinate with legal counsel and auditors as required.

8. Select, supervise, and evaluate all personnel required to accomplish the administrative objectives and responsibilities. Provide CA State safety protocols to all Company employees. Provide leadership and guidance to all personnel.

9. Select, manage and provide reports on all outside contractors required to accomplish the field operations. Provide leadership and guidance to outside contractors.

10. Maintain and enhance the Board of Directors working relationships with appropriate officials and shareholders to further promote the needs and objectives of the Willow Creek Mutual Water Company.

11. Analyze and respond to emergencies.

12. Other duties as assigned by the Board of Directors.
