Another Source’s client, Fresno State University, is recruiting a Director of Budget Planning and Mangement to join their team onsite in Fresno, CA.

About the role:
As the Director of Budget Planning and Management, you will work closely with the Vice President for Administration and CFO to steer and refine the university’s financial operations. Your role will be crucial in guiding the development and execution of budgetary policies and ensuring the university's fiscal health aligns with strategic objectives.
The anticipated annual salary range for this position is: $120,000- 150,000.
How you will spend your time:
Lead Budget Oversight:
Act as the chief budget officer, participating in high-level budget meetings with the President and Vice President.
Provide expert recommendations on all budget-related activities, including financial and managerial analysis to support key decisions.
This includes forecasting revenues, managing expenditures, and maintaining position control for salaries and benefits.
Manage Financial Reporting:
Take responsibility for the annual budget process, ensuring timely and accurate submission to the CSU system.
Oversee the preparation of budget schedules and reports, and represent Fresno State on the CSU Budget Officers Association, ensuring adherence to CSU fiscal policies.
Supervise and Guide:
Lead the Office of Budget and Resource Planning, offering direction and support to budget leads across divisions.
Ensure the consistency and effectiveness of budgeting practices and reporting policies.
Provide campus-wide training to staff on financial tools like PeopleSoft to enhance reporting efficiency and accountability.
Conduct In-Depth Financial Analysis:
Perform comprehensive financial planning, budgeting, and accounting tasks.
Manage data maintenance, transaction analysis, and reconciliation activities.
Offer strategic recommendations to the VP for Administration/CFO to achieve goals and ensure compliance with rules and regulations.
Oversee Transactions and Fund Management:
Review and prepare journal entry transactions, manage various financial accounts, and monitor balances in state trust funds, lottery, and other central project accounts.
Work closely with the VP for Administration and CFO to analyze account balances and provide fiscal insights.
Collaborate and Represent:
Interact with campus administrators and respond to fiscal queries.
Collaborate with Technology Services and the AVP for Financial Services to enhance financial reporting capabilities.
Represent the university on relevant committees and CSU task forces, contributing your expertise to institutional and system-wide initiatives.
What you will bring:
BA/BS in Accounting, Finance, Business Administration, or related field from an accredited institution.
At least five (5) years of management experience in institutional budgeting and finance, plus two (2) years of supervisory experience.
Advanced skills in automated financial management systems and financial software tools, including Excel, Access, and PowerPoint.
Extensive experience in financial forecasting, analysis, and reporting with a high level of accuracy.
Strong ability to communicate effectively and build positive relationships at all organizational levels.
Proven capability to manage multiple tasks and adapt priorities efficiently.
Ability to work both independently and collaboratively within a team.
Expertise in public or institutional budget preparation, analysis, and administration.
Strong analytical and technical skills with meticulous attention to detail.
Proven ability to navigate organizational, procedural, and policy changes.
Preferred Qualifications
Master's degree in business or accounting.
Experience in higher education and familiarity with the California State University system.
Experience using PeopleSoft.
Four (4) years of supervisory experience.
Certified Public Accountant (CPA).
Experience in public accounting.
