Quality Control Manager (QCM)/Site Safety Health Officer (SSHO)

General Contractor specializing in new buildings, renovations and infrastructure Design-Build and Design-Bid-Build projects for Federal Government/DOD throughout California is seeking qualified professionals to fill the Quality Control Manager (QCM)/Site Safety Health Officer (SSHO) for a project in Fresno, CA. Future projects available, travel sometimes required. We are currently hiring positions for projects ranging from $2mil to $15mil located in Fresno CA.

Job Description:

Work in conjunction with the Client, field staff and subcontractors to ensure safety, quality and timeliness of project construction and completion.

Ensure that all activities are conducted in accordance with all applicable OSHA, Veterans Administration Safety Manual, U.S. Navy requirements and regulations, and the U.S. Army Corps. of Engineers Safety and Health Requirements Manual EM 385-1-1.

Have the full responsibility for the execution of the Construction Quality Control Plan during the construction phase of the project.

Monitor performance standards and coordinate all required testing with the Owner’s Representative and the Independent Testing Laboratory.

Prepare all required Production and QC reports on a daily basis and will provide copies of the reports to the Owner’s Representative and to the Project Manager.

Ensure the project is built within contract document specifications, Owner’s requirements, and comply with local, state and federal building codes.

Work closely with the Superintendent and Project Manager to develop a schedule for submittals, and to review all submittals for accuracy and completeness, prior to forwarding them to the Design Team and Government for final approval.

Work as a member of the Project Team, including subcontractors, to ensure implementation and continuous monitoring of the provisions of the Project Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).

Serve as “Competent and/or Qualified Person” for activities including, but not necessarily limited to; Fall Protection, Confined Space Entry, Scaffolds/Work Platforms, Lead Hazards, Hot Work, and Excavation.

Maintain a safe construction site through direction and training of workers, providing PPE and safety equipment and written documentation to maintain accountability of sub-contractor work force.

Provide full-time support in the field, on the construction projects, to assure operations are planned and conducted in a safe manner.

Interface with Government Safety & Health Officer on site safety & health issues and coordinate preventative measures.

Complete Field Safety & Health Report forms and submit as required to Government.

Requirements:

5+ years’ combined experience as a Superintendent, QCM, Project Manager, Project Engineer and/or Construction Manager on Federal Projects. Experience with Veterans Administration projects is a plus.

5+ years’ experience as a Construction/Quality Control Manager on Government projects

Must have USACE Contract Quality Control Course completed with the issued Certificate or ability to complete same upon hire.

Five (5) years’ experience as a Safety Officer on construction projects.

OSHA 30 Hour and/or EM385-1-1 SSHO 40-Hour Construction Hazard Awareness is a plus.

Prior experience in Quality Control with the following scope preferred: Civil, Mechanical, Electrical, Structural, and Architectural.

Prior experience working as the CQC Manager on Federal projects, or prior work for the Federal Government in their Quality Control program is required.

Willingness to commute to project sites within California.
