Job Title: Community Liaison Date: September 2020

Salary: $3,845-$4,721/month FLSA Status: Non-Exempt

SUMMARY

Represents the Housing Authority to tenants, Section 8 clients, landlords, community groups, businesses,

Law enforcement, courts and other outside agencies. Ensures compliance with Housing Authority policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. Acts as Compliance Officer for the Agency. Monitors programs. Reviews, interprets and applies all agency, local, state and federal housing laws and regulations for compliance by all parties: tenants, landlords, and the Agencies.

Prepares reports and notices of lease and program violations which can involve either civil or criminal actions.

Receives and responds 24/7 by phone and on-site to reports of lease and program violations.

Responds to complaints about tenants by phone and in person.

Coordinates activities between agency staff, law enforcement, Resident Advisory Committee, and the community.

Works with tenants to ensure conformance to lease and program requirements.

Creates, prepares, and serves legal notices.

Works with attorney to organize eviction cases and litigation before the Superior Court.

Monitors actual and potential gang and drug activity and works with law enforcement agencies to identify and remove gang members and drug users and dealers from Housing Authority sites and/or from the Section 8 program.

Performs special assignments for the Executive Director such as: investigations of potential fraud, criminal activity or program abuse, relocation of multiple tenant families, grant writing, etc.

MINIMUM QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skills and abilities required

to satisfactorily perform the essential duties and responsibilities.

KNOWLEDGE OF:

California tenant–landlord law and procedures.

Local law enforcement and social service agencies.

PCs and related software.

Criminal justice system and CA Penal and Health and Safety Codes.

Civil Judicial system.

EDUCATION and/or EXPERIENCE Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

High School Diploma. AA preferred. Five years of experience in law enforcement compliance, or social services.

Valid CA driver’s license.

While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee must be able to negotiate, on foot, rough terrain, steps, stairs, bend, crawl, stoop and climb in order to conduct inspections. The employee must sometimes deal with unfriendly, hostile or suspicious residents. The employee is occasionally required to stand and walk. The employee must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

While performing the duties of this job, the employee regularly works both out of doors as well as indoors and regularly works near video display. In remote areas of the County, weather conditions may involve snow, ice and slippery roads. The noise level in the work environment is usually moderate.

Employee is required to have their own vehicle for transportation and a cell phone. The agency pays a monthly reimbursement to the employee for use of their personal vehicle and phone for agency activity.
