Position Title: Administrator
Reports To: Governing Body / Executive Board
The Administrator is responsible for the overall leadership, management, and operation of the Congregate Living Health Facility (CLHF). This role ensures that the facility complies with all applicable federal, state, and local regulations, delivers high-quality resident care, and maintains operational and financial integrity. The Administrator serves as the liaison between staff, residents, families, governing bodies, and regulatory agencies.
Key Responsibilities:
Regulatory Compliance & Accreditation
Ensure compliance with California Department of Public Health (CDPH) Title 22, CMS, and other regulatory standards.
Maintain current licenses, certifications, and contracts with state/federal agencies and managed care organizations.
Oversee survey readiness, corrective action plans, and accreditation requirements.
Operational Leadership
Develop, implement, and monitor facility policies, procedures, and safety programs.
Oversee day-to-day operations including admissions, resident care, dietary, housekeeping, and maintenance services.
Ensure appropriate staffing levels and skill mix are maintained to meet resident needs.
Financial & Strategic Management
Prepare, manage, and monitor the facility’s operating budget.
Oversee billing, reimbursements, and contracts with payors, including Medi-Cal and private insurers.
Monitor and improve key performance indicators (occupancy, cost control, revenue growth, patient outcomes).
Staff Leadership & Development
Recruit, train, evaluate, and retain qualified staff.
Ensure ongoing staff education in compliance with Title 22 and OSHA requirements.
Foster a culture of teamwork, accountability, and resident-centered care.
Resident Care & Advocacy
Ensure that residents receive appropriate, individualized, and compassionate care.
Maintain a safe and therapeutic environment that supports quality of life.
Address resident/family concerns in a timely and professional manner.
Qualifications:
Bachelor’s Degree in Healthcare Administration, Nursing, Public Health, or related field (Master’s preferred).
Current California Nursing Home Administrator License (preferred) or equivalent experience in healthcare administration.
Minimum 3–5 years of progressive leadership in a healthcare setting (congregate living, skilled nursing, residential care, or sub-acute facility preferred).
Strong knowledge of Title 22, OSHA, CMS, and Joint Commission/ACHC/AAAHC standards.
Demonstrated skills in financial management, operations, and regulatory compliance.
Excellent interpersonal, communication, and leadership skills.
Working Conditions:
Full-time, exempt position.
May require evening, weekend, or on-call availability to address facility needs.
Work performed in an office and healthcare facility environment with routine interaction with residents, families, and staff.
