Senior Business Systems Analyst – Permitting, Pasadena, CA

Sierra Cybernetics is seeking the services of a Senior Business Systems Analyst (BSA) to assist our local government client in Pasadena with the review of their solar permitting process.

You should have experience identifying gaps and opportunities to refine and enhance the user experience as part of the permitting process application.

You must have strong communication and interpersonal skills that will allow you to effectively assist end users of the new system.

Experience with Permitting processes and user experience process improvement is a plus. Previous experience with Project Management is also welcome.

This is expected to be a 3 to 6 months assignment, with potential for extension.

Open to US citizens, green card and H1-B visa holders. Full-time on- site in downtown Pasadena. A background check will be required.

JOB DESCRIPTION

The duties listed below are intended only as illustrations of the various types of work that may be performed.

1. Works independently with department managers and users to define and analyze business and operational problems, process improvement opportunities and requirements; analyzes operational and business mandates and legal requirements; identifies and analyzes complex, ambiguous and/or conflicting business process issues.

2. Evaluates methods of improving efficiency and cost effectiveness of business, technical and operational processes; works with users to reengineer work processes; analyzes functional business requirements and translates user expectations into detailed business requirements, specifications and success criteria.

3. Participates in evaluating vendor applications and solutions; coordinates department review of vendor deliverables for accuracy and completeness, ensuring that department needs, and requirements have been met.

4. Develops and maintains user documentation; coordinates user acceptance testing and the resolution of problems identified; develops training materials and handouts; conducts user applications training classes and one-on-one training sessions.

EXPERIENCE QUALIFICATIONS AND SKILLS

3+ years of experience in systems analysis and support of permitting systems.

Experience working with end users (internal and/or public) in using permitting systems.

Project management experience is a plus.

A bachelor's degree or its equivalent in a closely related technical field
