ABOUT THE POSITION:

The City of Santa Rosa is seeking a passionate professional to serve as Housing and Community Services Manager in the Leased Housing Division.

This is a professional level management classification located in the Department of Housing and Community Services. Under general direction from the Director of Housing and Community Services, an incumbent exercises independent judgment in the development, implementation and management of housing, community services, homelessness, mobile home, rent control, and code enforcement programs. Additional responsibilities include direct and indirect supervision of management, professional, technical and office support personnel.

IDEAL CANDIDATE:

The ideal candidate will be a strong leader with a proven track record of managing Housing Choice Voucher and Emergency Housing Voucher programs in a fast-paced and dynamic environment. Knowledge of specialty vouchers within the Housing Choice Voucher program is ideal. The ability to comprehend, communicate and implement complex and ever-changing regulations is necessary for success. Flexibility, attention to detail, and self-management are critical skills, and outstanding customer service and the ability to cultivate good relationships with landlords, community advocacy groups, and program participants are crucial for success in this position. Experience managing a dynamic and diverse team is essential.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Plan, organize and direct the operations and activities of area of assignment;

direct and participate in the development, modification, and implementation of program goals, objectives, policies, procedures and priorities;

prepare and administer the annual budget for area of assignment;

supervise, train, and evaluate staff;

supervise complaint resolution;

develop, implement and monitor new programs and modify existing programs as required by changes in laws, regulations, and rules;

maintain records and prepare a variety of reports, correspondence, grant applications, and other written materials;

originate and monitor contracts, including budgets and financial reports, to ensure compliance;

monitor ongoing program and/or project activities for contract compliance;

confer with and make presentations to representatives of other City departments, governmental agencies, policy boards, and a variety of business and community organizations;

testify on behalf of the Department at government hearings and public meetings; and

serve as the Acting Director of the Department as assigned.

ADDITIONAL DUTIES:

In addition to those general duties outlined above, there are duties that are essential to each functional area. These duties may be assigned to any incumbent to accommodate work load or to utilize efficiently the knowledge and experience of the incumbents. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned. These areas and their associated essential duties include:

Leased Housing

Oversee the administration of the Federal Housing Choice Voucher Program, including eligibility and property inspection functions, fair hearing process, reporting requirements with Housing and Urban Development, and manage resources in a changing regulatory environment.

Neighborhood Revitalization

Oversee the administration of the City of Santa Rosa's Neighborhood Revitalization Program, a multi-disciplinary effort that focuses City resources on key residential and/or commercial neighborhood issues such as property conditions, public safety, formation of owner, resident, and business associations, and specialized programs to assist at-risk youth. Develop strategies to maximize program resources and address blighting influences.

Santa Rosa Housing Trust/Asset Management and Compliance

Oversee the administration of the Santa Rosa Housing Trust to develop new affordable housing units, convert market rate to affordable units, preserve housing through rehabilitation and extensions of affordability covenants, develop facilities for low income households with special needs, and coordinate homeownership programs, all funded by a combination of Federal, State, and local resources. Oversee the administration of Housing Allocation Plan (HAP) and Density Bonus housing agreements, coordinate the oversight of the mobile home ordinance, the City's loan portfolio and compliance functions. Oversee and ensure compliance with federal grant administration, including the Consolidated Plan and related reporting requirements.

Code Enforcement

Oversee the administration of the Code Enforcement Program including operations and enforcement. Develop and implement strategies to maximize and measure program success. Make decisions and recommendations on complex code enforcement cases. Serve as City liaison on high-profile code enforcement cases.

Homeless Services

Oversee the administration of the Homeless Services Program, including development, modification, and implementation of program components and goals consistent with City Council direction. Develop policy recommendations based on industry best practices. Oversee funding and negotiate, originate, and monitor contracts with Homeless Services Program service providers. Represent the City at the Continuum of Care regional board, local and regional homeless services committees, and community meetings as needed.

Required Qualifications

Required Qualifications:

Knowledge of: State, federal and local laws and ordinances relating to the area of assignment; principles and practices of public administration, including budgeting and program management; research and financial analysis techniques; negotiating techniques; basic construction methods and terminology and construction financing techniques; and employment development; and principles and practices of effective supervision and performance management.

Ability to: Develop, implement, and administer a variety of community housing, programs; read, interpret, and explain complex laws, rules, and regulations; communicate effectively orally in one-to-one and public speaking situations; address and mediate conflicts between people or within groups; produce written documents using proper grammar, punctuation and spelling; analyze complex financial documents, policies, laws and regulations and make sound recommendations; gather and analyze a variety of complex data; prepare and monitor contracts and budgets; negotiate fair and appropriate leases and financing packages; negotiate and analyze real estate transactions; develop and maintain effective working relationships with other City staff, representatives of governmental, business, financial, community, and other organizations, and with clients served; enter data into a terminal or computer using a keyboard device; sit for extended periods of time with the ability to move at will.

Experience and Education: Any combination of experience and education providing the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience - Sufficient years of administrative experience in a governmental housing, community services, homeless services financial or development organization where assignments were directly related to the program area to demonstrate possession of the required knowledge and abilities.

Education - Equivalent to a bachelor's degree from an accredited college or university with major course work in public or business administration, urban studies, community development, economics or a related field. A bachelor's degree or equivalent is preferred, but professional training related to the program area will also be considered.

License or Certificate

This classification may require the use of a personal or City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating a vehicle safely and must possess a valid, Class C, California driver's license OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.

Additional Information

SELECTION PROCESS:

Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.

WORKING CONDITIONS:

Housing and Community Services Managers work primarily in an indoor office setting; however, they also travel outside of the office in order to make presentations, attend meetings, inspect properties, or make business visitations. Office work requires incumbents to communicate with others orally, in person or over the telephone, to explain programs or projects; and to sit at a desk or computer for extended periods of time, with the ability to move at will. To produce written documents, incumbents make repetitive arm/hand movements using a keyboard and mouse. Incumbents review or check the work product of assigned staff, including inspection reports, project analyses or lease requests. When analyzing loan applications, Housing and Community Services Managers review sketches, plans or blueprints and estimate development or rehabilitation costs. Field work may involve inspecting residential units for compliance with City code and health and safety standards, and visiting construction sites, homeless encampments, and homeless shelters with exposure to rough, uneven or rocky surfaces in a variety of weather conditions. Field visits to homeless encampments may involve exposure to bio-hazardous conditions.
