Another Source’s client, the University of California, Merced (UC Merced), is recruiting an Employee and Labor Relations Manager to join their team in Merced, CA. You will have the ability to work remotely up to four days each week, coming to campus on Wednesdays and as needed throughout the week.

About the role:

Under the administrative direction of the Chief Human Resources Officer (CHRO), the ELR Manager is responsible for establishing and maintaining satisfactory labor-management relations, including monitoring and ensuring adherence to contract provisions, participating in negotiating sessions, and addressing grievances and questions of a specific group of union employees.

The anticipated salary range for this role is $140,000-$150,000.

How you can expect to spend your time:

Represent UC Merced at systemwide bargaining; effectively collaborate and counsel with management to identify campus goals and represent those objectives at the systemwide table.

Proactively communicates status of systemwide bargaining to campus leadership, ELR team, and collaborates with Compensation on wage proposals and costing to advocate for UC Merced’s position.

Responsible for local bargaining with various systemwide and local bargaining units, develops effective bargaining strategies leading to desired business outcomes and within established management parameters, writes proposals/contract language, and is responsible to coordinate and manage the implementation of legally binding agreements.

Facilitate group meetings using, diplomacy and negotiation skills to effectively communicate among parties.

Responsible for administering and interpreting collective bargaining agreements, personnel policies, and University policies.

Manage and monitor grievance/PPSM70 complaints, requests for information, unfair labor practice, conflict resolution, performance management, and employee relations programs; adhere to established timelines.

Implement and monitor the use of metrics to measure success, standards, customer service, and accountability.

Advise management on settlement options and coordinate the process.

Represent the campus in grievance and arbitration proceedings and may be called upon to represent the campus in other legal proceedings.

Assists other campus compliance units with complex investigations and multi-forum complaint and grievance matters, including Whistleblower, Internal Audit, Equal Opportunity, and Title IX.

Effectively manage assigned staff, including developing individuals, and providing cross-training and professional development opportunities.

Counsels employees and supervisors regarding performance-related and conduct related job issues.

Recommends, develops, and presents training material related to employee and labor relations topics.

Research, identify, and interpret current and emerging employee relations issues, trends, and opportunities; develops and implements responsive University-wide programs, initiatives, and communications, in collaboration with Staff Assembly and other campus units, e.g., Ombuds, OPHD, as appropriate.

Conduct and manage fact finding workplace investigations concerning matters related to potential violations of the law, organizational policy, non-compliance, unethical behavior, and misconduct.

Document investigative interviews and collect, protect, and retain pertinent information and evidence. Review, assess, and interpret information and evidence gathered from investigations.

Works collaboratively with people of diverse cultures, managers and human resource managers on employee and labor relations matters, employment law implications relating to individual and campus-wide issues or courses of action.

What we would like to see from you:

Bachelor’s degree from an accredited university in Human Resources, Business Administration, Business Management, Business Law, or related area.

Minimum of five (5) years of directly, related, progressively responsible experience in Employee or Labor Relations, HR Management, Conflict Resolution, or 9 years of equivalent experience as indicated.

Provides effective professional written analyses and oral presentations to management.

Has thorough knowledge of labor/employment law and the principles and techniques of effective negotiations and communication.

Must be aware of the dynamics associated with each negotiation to effectively represent the Campus's interests.

Knowledge of other areas with human resources function including compensation, employee relations, employee accommodations and employee benefits.

Thorough knowledge of the principles of advocacy, and applicable employment state and federal laws and court decisions.

Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.

Recognizes issues that have organizational impact or future implications and advises manager appropriately.
