The City of Modesto is currently recruiting for a Fleet Procurement Technician to join our team. The Fleet Procurement Technician is responsible for purchasing parts and equipment needed to support the City's fleet operations and to maintain a sufficient and appropriate parts inventory to ensure efficient equipment maintenance and repair.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Coordinate the procurement of supplies, materials and equipment for City fleet operations within an assigned work unit or division.

Locate and maintain sources for fleet equipment/parts.

Receive written specifications for supplies, materials, and equipment and review them to ensure that they conform with City purchasing practices and industry standards.

Prepare informal bid requests; evaluate bids and purchase fleet parts/equipment; assist in the preparation and evaluation of formal bids for fleet parts/equipment.

Maintain knowledge of the Uniform Commercial Code, the City of Modesto purchasing policies and procedures, and general purchasing standards for public agencies.

Ensure that the City obtains the best value for parts based on the required material specifications, delivery urgency, and available vendors.

Process fleet equipment parts purchase requisitions and purchases orders in a timely and appropriate manner.

Receive, count, and inspect fleet/equipment materials to ensure accurate quantity and quality.

Store and issue a variety of fleet/equipment parts; process requests for parts room items

via computer.

Make periodic inventory counts to ensure proper identification and re-supply needs; prepare reorder requests.

Maintain the fleet equipment parts room in a clean and orderly fashion and in accordance with standard accepted warehouse procedures.

Maintain a variety of records including documentation on hazardous materials; prepare memos, letters, and other correspondence; prepare statistical or narrative reports as requested.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Marginal Functions:

Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:

Knowledge of:

Materials, supplies, and equipment used in fleet/equipment parts industries.

Fundamental principles and practices of public purchasing and material management methods/procedures; basic practices pertaining to fleet equipment and parts specialties.

The Uniform Commercial Code and the City of Modesto's purchasing policies and procedures.

Principles of vehicle parts management.

Specific terminology of the fleet/equipment industry.

The history and format of fleet/equipment part numbering standards.

Warehousing/storekeeping methods and procedures.

Inventory control methods and procedures.

Techniques for establishing sources of supply.

Basic computer skills with an emphasis on Windows-based programs.

Principles and procedures of record keeping and inventory management.

Hazardous materials storage and handling.

Basic mathematical principles.

Ability to:

Communicate with automotive mechanics at a technical level.

Use automotive parts catalogs to identify correct parts to be ordered; prepare fleet equipment/parts purchase specifications; maintain required purchasing fleet equipment/parts records.

Operate a personal computer and use word processing, spreadsheet and other standard business software.

Evaluate the needs and estimate the future supply requirements for a variety of fleet equipment/parts and related items.

Apply Federal, State, and municipal purchasing laws and procedures.

Intermittently, review documents related to department operations; observe, identify and problem solve office operations and procedures.

Understand, interpret and explain department policies and procedures; explain operations and problem solve issues for staff.

Perform arithmetic calculations accurately and rapidly.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of increasingly responsible experience in automotive parts-related work involving the selection, purchasing, storing, and issuing of a variety of fleet/equipment materials and supplies.

Training:

Equivalent to an Associate's degree from an accredited college with major coursework in automotive technology, business administration, public administration, or a related field. A Certified Purchasing Manager (CPM) certificate from the Institute for Supply Management may substitute for the required education.

License or Certificate:

Possession of, or ability to obtain, an appropriate valid California driver's license.

Must acquire and maintain an Automotive Service Excellence (A.S.E.), Automotive Parts Specialist, certification within two years of appointment. Failure to obtain the required certification may result in termination.
