The Utilities Plant Operations Supervisor is responsible to plan, organize, direct, and supervise a variety of activities associated with the operations of the wastewater treatment plant, maintenance, installation, monitoring, and repair of the City's water distribution infrastructure and equipment; and to perform a variety of technical tasks related to assigned area of responsibility.

Minimum Requirements:

Knowledge of:

Materials, methods, practices, equipment and elements of construction, maintenance and repair as they relate to the assigned functional area.

Types and level of maintenance and repair activities generally performed on water distribution system and/or wastewater collection system, and/or the wastewater treatment plant.

Principles of supervision, training and performance evaluation.

Principles and practices of safety management.

Principles and practices of budget monitoring.

Pertinent local, State and Federal laws, ordinance and rules.

Modern office procedures, methods and computer equipment.

Ability to:

Organize, implement and direct assigned operations and activities.

Interpret and explain pertinent City and department policies and procedures.

Assist in the development and monitoring of an assigned program budget.

Read and interpret blueprints, drawings, plans, specifications and related technical documents.

Develop and recommend policies and procedures related to assigned operations.

Plan, estimate, direct, coordinate, schedule and review the work of others.

Identify and implement effective courses of action to complete assigned work.

Diagnose maintenance and operational problems and develop appropriate course of action.

Maintain accurate records and prepare reports.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Supervise, train and evaluate assigned staff.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

One year as a Senior Utilities Services Worker or Senior Utilities Plant Operator with the City of Modesto;

OR

Three (3) years of increasingly responsible experience performing construction, maintenance, and repair work in a water or wastewater utility; including one year providing technical and functional supervision over assigned personnel.

Training:

Equivalent to an Associate's degree from an accredited college with major course work in wastewater technology, laboratory, chemistry, environmental science, business administration, public administration, or a related field.

License or Certificate:

Possession of, or ability to obtain, an appropriate valid California driver's license.

Depending upon assignment, one or more of the following certifications may be required at time of appointment or within a prescribed timeframe:

When assigned to Water Distribution and Production:

Possession of a Grade II Water Treatment Operator certificate issued by the State of California at time of appointment.

Possession of a Grade IV Water Distribution Operator certificate issued by the State of California at the time of appointment.

Possession of a certificate issued by the American Water Works Association (AWWA) for backflow device testing and/or a Grade I Water conservation Practitioner is highly desirable

When assigned to Wastewater Treatment Plant Operations:

Possession of a Grade III Wastewater Treatment Plant Operator certificate as issued the State of California is required at time of appointment.

Possession of a Grade IV Wastewater Treatment Plant Operator certificate as issued the State of California is required within eighteen (18) months of appointment.

Failure to obtain any of the required certificates within the prescribed time will result in release from probation or termination; or if probation is completed, may result in demotion to a previously held classification or termination.

Additional Requirements:

Must be a minimum 18 years of age at time of application.

During the course of employment, may be required to attend and successfully

complete training courses as needed to perform assigned duties, such as First

Aid and CPR.
