Procurement Specialist

Summary: The Subcontract Procurement Specialist is responsible for securing the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. This role involves developing, negotiating, and administering complex subcontracts while ensuring compliance with cost, schedule, and performance criteria.

Essential Functions:

Select and develop qualified suppliers for high-value, critical parts and services.

Chair proposal evaluation committees and present findings to management.

Perform material planning, analyzing requirements and asset management.

Collaborate with suppliers on concurrent engineering efforts for cost-effective solutions.

Solicit and evaluate proposals, negotiate pricing and terms, and conduct market surveys.

Develop negotiation strategies and conduct major contract negotiations.

Prepare subcontracts and related documentation, ensuring compliance with specifications.

Conduct supplier site visits to assess capabilities and performance.

Process purchase requisitions and issue accurate purchase orders.

Lead continuous improvement initiatives for internal processes and supplier collaboration.

Analyze data to recommend actions and administer subcontracts effectively.

Qualifications:

Bachelor’s degree in Business Administration or related field.

7-10 years of progressive experience in contract administration or procurement.

Certificate in Purchasing Management (CPM) or Contracts Management is preferred.

Strong knowledge of material requirements planning and government procurement regulations.

Proficient in business application software and purchasing systems.

Ability to solve complex problems and communicate effectively at all levels.
