GFSJPA is a California joint powers authority that provides specialized financial consulting services to local government agencies, including school districts, county offices of education, and other public entities.
Position Overview
The Senior Financial Analyst provides advanced financial analysis, modeling, and project support for GFSJPA and its member agencies, with a focus on municipal debt, tax and bond measures, and long-range financial planning. This position is remote within California and does not supervise staff.
Key Responsibilities
Develop and maintain financial models for long-term debt (GO bonds, COPs, lease financings), bond measures/tax rate projections, and short-term borrowing (TRANs).
Conduct tax base and demographic analysis; prepare multi-year projections and scenario/sensitivity analyses.
Support scheduling, structuring, and sizing of municipal bond and lease financings; assist in preparing official statements, tables, and closing documentation.
Prepare continuing disclosure filings, annual debt transparency reports, and monitor refunding/refinancing opportunities.
Prepare clear presentations, staff reports, and technical memos for agency staff and governing boards.
Minimum Qualifications
Bachelor’s degree in Finance, Accounting, Economics, Business/Public Administration, or a closely related field.
Three (3) to five (5) years of increasingly responsible experience in public-agency finance, budgeting, treasury, debt management, public finance consulting, or a closely related field.
Knowledge of public-agency debt structures (bonds, leases, notes), governmental finance and budgeting, and strong Excel-based financial modeling skills.
Ability to manage multiple projects and deadlines, explain complex financial concepts clearly, and work effectively with public-agency staff and professional advisors in a remote environment.
