The Public Agency Attorney will provide legal counsel and representation to public agencies, such as cities, on complex legal issues. With a strong foundation in public law, the successful candidate will handle a broad range of matters, including but not limited to land use, contracts, reviewing and drafting ordinances, and research. This role requires a dedicated professional who can independently manage projects, provide advice and counsel, and support the clients’ objectives in a legal and ethical manner.
Key Responsibilities:
Legal Counsel: Advise agency officials, staff, and councils/boards on legal matters.
Case Management: Oversee a caseload involving public agency’s matters, including administrative hearings (code enforcement), litigation, and appellate proceedings as required. Litigation experience is not required, but you may be asked to monitor the work of outside counsel.
Ordinance/Resolution Drafting: Develop and review policies, ordinances, resolutions, contracts, and other legal documents to ensure compliance with state and federal laws.
Research and Analysis: Conduct comprehensive legal research, analyze case law, statutes, and regulations, and provide written and verbal opinions to councils/boards and staff.
Representation: Represent the public agency in administrative hearings, planning commission meetings, and/or city council meetings.
Training and Education: Provide training to agency staff on legal issues, ensuring that staff remain informed of recent developments in public law and regulatory requirements, such as AB 1234 training.
Interagency Collaboration: Collaborate with other public agencies, outside counsel, and private entities as needed to support clients’ initiatives and resolve legal issues.
Qualifications:
Education: Juris Doctor from an accredited law school.
Experience: Minimum of 5 years of experience practicing law, with a focus on public agency, municipal law, or a related area.
Licensure: Member in good standing with the California Bar.
Skills and Competencies:
Legal Expertise: In-depth knowledge of municipal law.
Analytical Skills: Strong analytical skills with the ability to interpret complex legal issues and provide clear guidance.
Communication: Excellent written and verbal communication skills, including the ability to present complex information clearly and concisely.
Ethical Judgment: High ethical standards, integrity, and discretion in handling sensitive information.
Problem-Solving: Proactive approach to identifying and solving legal issues affecting the clients’ goals and operations.
Preferred Qualifications (not required, just a plus):
Experience with any of the following: government contracting, land use, labor and employment law, or environmental law.
Previous experience advising or working within a public agency or governmental entity.
Familiarity with public records act, conflict of interest laws, Brown Act.
